The Position

Reporting to the Head of Development & Assets, the Asset Manager will ensure the long-term financial sustainability, safety, and value of residential assets by developing and delivering annual capital works programs, optimising asset performance through the implementation of Strategic Asset Management Planning, overseeing asset systems and data, and contributing to continuous improvement aligned with HousingFirst’s mission of delivering affordable, secure, and high-quality housing.

Responsibilities:

  • Develop and implement strategic asset management plans, including the 3-year SAMP and contribution to our ongoing review of the 40-year Asset Management Program, conduct long-term asset lifecycle planning, utilize data from property condition audits for decision-making, and ensure compliance with relevant standards and regulations.
  • Oversee the use and evolution of asset management systems (SPM Assets, Zavanti, and Urbanise), ensure data integrity, leverage Power BI for performance insights, and work cross-functionally for accurate recording of works and inspections
  • Lead and manage annual and rolling capital works programs and vacates, ensuring projects are delivered on time, on budget, and to required specifications while minimising resident disruption. Ensure compliance with relevant standards and legislation, manage procurement efficiently, and work across teams to deliver high-quality, resident-focused outcomes
  • Develop, monitor, and report on asset and capital works budgets, prepare annual and detailed asset reports, support business development with technical data, and implement maintenance policies and procedures
  • Embody HousingFirst’s mission and values, foster a resident-first mindset ensuring properties are safe and well-maintained, and engage respectfully with residents, internal teams, and stakeholders to build trust and deliver positive outcomes
  • Actively lead and manage direct reports to develop an engaged team, provide mentoring and support, collaborate across teams, and ensure effective supervision and performance management in line with HousingFirst policies

Qualifications And Attributes:

  • Tertiary qualifications in Asset Management, Construction Management, Engineering, Property, or related field (postgraduate qualifications desirable).
  • Minimum 3 years’ experience in asset management or building facilities management, preferably in residential, community, or public housing environments.
  • Demonstrated experience developing and delivering strategic and long-term asset management plans, including lifecycle costing and renewal strategies.
  • Proven ability to lead capital works programs, including procurement, contract management, and delivery oversight in a live tenancy environment.
  • Strong understanding of building condition audits, essential safety measures, and compliance with Victorian housing regulations and the Residential Tenancies Act 1997 (Vic).
  • Competence in the use of asset management systems (e.g. Zavanti or similar) and reporting/analytics tools (e.g. Microsoft Power BI).
  • Financial literacy, including budgeting, cost control, and reporting on asset investment performance.
  • Experience engaging with diverse stakeholders including residents, contractors, consultants, and government agencies.
  • Highly organised and detail-focused, with strong problem-solving and analytical skills.
  • Resident-centred mindset with a strong commitment to delivering safe, well-maintained, and dignified housing environments.
