The Role
This is an exciting opportunity for an experienced Mechanical Commissioning Lead to join our Singapore Business Unit.

This Project aims to take over the existing asset and maximize the production in 2 phases. This is a fast-track project and schedule-oriented Design to enhance the production.
The Phase 1 will restore, upgrade, and develop the current plant (CPF1) including: Restoration of initial CPF1 capacity; building a new export pipeline (24”, ~30km); restoration of CPF1 integrity and operability; flaring elimination and released water; development of new flowlines, pads, and electrification network for approximately 30 new wells; debottlenecking of the plant; upgrade of the Safety and Security facilities.
Our scope is to provide Engineering, Procurement services and Construction assistance (EPsCa) for the initial development phase of the field in Southern Iraq. The scope of services includes FEED, detailed design, procurement support, and construction and commissioning assistance.

Job Purpose
In this position, the main missions are:
- To adopt & demonstrate an exemplary behavior with regard to HSSE requirements.
- To adopt and demonstrate an exemplary behavior with regard to the Company Ethics and “Code of Conduct” policy and to promote and enforce the Corporate Anti-Corruption Program within the project team.
- To ensure that latest digital and carbon footprint reduction initiatives are studied and implemented if possible.
- To review the preparation of the Commissioning for systems which he is in charge of. This includes:
- Ensure adequate involvement of Field Operations in Commissioning documentation review (particularly for OTs).
- To provide assistance to the Contractor during the detailed preparation of the Commissioning planning, in order to optimize the schedule by maximizing the Commissioning activities to a minimum.
- To assist the Commissioning Manager in identifying and addressing all internal/external interface issues with respect to Commissioning.
- Throughout the preparation phase, liaise with corresponding Area engineers.
- To promote HSE behavior within the commissioning activities and verify that HSE procedures are implemented by Commissioning Team.
- To witness the pre-commissioning activities performed by Contractor and ensure systems have reached the RFC status with associated punch list.
- To define, with Commissioning Manager, Commissioning specialist supervision/execution needs.
- To ensure progress (from ICAPS database) is in accordance with priorities defined in the Commissioning and Start-up sequence in order to reach the planned end date.
- To monitor and follow-up the execution of commissioning (including attendance to FATs at manufacturers’ premises) to achieve maximum productivity, minimize cost and achieve smooth handover.
- To validate the results of the operational tests for systems he is in charge of, ensuring adequate involvement of Field Operations.
- To co-ordinate Field Operations witnessing and assist in Handover preparation.
- To review and approve for mechanical activities, ready for commissioning dossier (RFC), achievement of commissioning dossier (AOC), transfer of Operation and Maintenance dossier (TOMC) and attached certificates for mechanical and systems activities.
- To follow-up and approve punch list items entry / clearance.
- To prepare and supervise the material / spares / tools / first fill status during Commissioning.
- To ensure optimal vendor intervention planning.
- To be responsible for the organization and management of the mechanical documents conformity checks and functional tests.
- To ensure that adequate care and maintenance/preservation and operation of equipment are carried out until handover to Field Operations.
- To controls Commissioning activities and identifies priorities to meet systems AOC status as per schedule for the systems he is in charge of.
- To ensure Vendor’s recommendation for preservation procedures are applied and followed via CTR tool.
- To ensure Vendor’s/equipment/package punch list coordination and input into ICAPS.
- To review and comment all mechanical OTP’s and start-up procedures issued by CONTRACTORS before execution of Operational Test at site.
- To check commissioning of Package Control System PLCs. Test and prove ESD sequences, automatisms and sequential as well.
- To sign all ICAPS sheets attached to mechanical activities, responsible for the mechanical conformity checks.
- To coordinate with ICAPS & Punch list coordinators for issuance, categorization, management of mechanical punch lists and clearance of items including FAT punch list clearance for control systems.
- To Prepare all mechanical Work Pack for the Shutdown
- procedures, reporting tools (ICAPS, planning, punch list control), requisition for equipment, spares, special tools and review of the Commissioning Dossier with particular attention to Operational Test Procedures.
- System / Sub System preparation, Start Up and Commissioning sequence.
Goals:
- This Phase 1 project is a brownfield project, it is part of the Iraq Gas Growth Integrated Projects deal signed in September 2021 with the objective to develop existing oil production asset until the start-up of a new future plant, to develop new wells, network, export and modify entirely the existing facilities in order to:
- restore the export to its original tank farm for 2024.
- bring back the asset to its original design capacity of 60 kbopd in 2023 and then to double it at 120 kbopd for 2025.
- reducer outing flaring for 2025 It is a fast-track project on existing facilities designed and built by others with uncertainties on fluids compositions, production profiles and required export specifications.
- The development project will be designed in via EPsCa contract including FEED and Detailed Engineering phases on reimbursable basis and the overall project’s budget is around MUSD 500 for surface facilities. - Direct Subordinates (number): 0 during Engineering and Commissioning Team during Commissioning Phase
- This position will have different roles:
- During Construction Phase: Act as Commissioning mechanical Leader (Rotational at Site)
- Reporting to the Phase 1 Commissioning Manager, the job holder is in charge of:
- Ensure that new designs and development are implement in a such manner that future operations will be performed in a safe manner, minimizing impact in the environment and cost effective. Facilities should be reliable and able to be maintained and inspected.
- To review all process and flow assurance studies in order to ensure that design is fit for purpose and in line with Project objectives.
- Provide support to challenge the FEED Contractors in the Value engineering exercise. Promote alternatives design to reduce cost, works and schedule.
- Interact in a constructive way with affiliate to minimize impact in facilities already in production and minimize production shortfalls.
- Prepare the SIMOPS and define scope for modifications to be done during facilities Shut Down

Expected:
Professional Experience (years): 10 years in Commissioning / Field Operations activities.
Experience in similar position (years): At least 6-7 years of experience in similar position of mechanical and system commissioning Leader relevant site experience in an onshore field.
- Knowledgeable of TOTAL rules and specifications
- Knowledge of OPERCOM and ICAPS
- Knowledge of Engineering, Construction, Hook-up/commissioning and Start Up.
- Knowledge in DCS, ESD, F&G and PLC.
- High knowledge of mechanical activities within Oil and Gas refinery and of loop testing activities
- Good communication skills, Methodic and organized, good team spirit, critical, constructive, ethical and integer attitude and fluency in English.

Languages: English mandatory
The position will be based in Basra (Iraq) on rotational basis (4 weeks On/4 weeks Off)
