About The Division

Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.

General Description

The Comptroller’s office is seeking a Billing Specialist in the Statewide Procurement Division. This role performs senior level accounts receivable and contract management work. Work involves using the Texas SmartBuy (TSB) system to monitor issued invoices to contractors for the TSB administrative fee and Texas Multiple Award Schedule (TXMAS) rebate, collect and apply payments, track delinquent accounts, maintain reports, and assist contractors with fee reconciliation and general questions. Making outbound collection calls in a professional manner while sustaining and improving customer relations. Work will involve performing various administrative duties. Work will involve managing a few SPD contracts. Will perform highly complex contract management and monitoring work. Work involves negotiations, records management, performance and compliance monitoring, and change management. Works with customers and contractors to help resolve any contract issues.

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Contract Specialist III  (B20)  $5,250.00 – $5,666.67

Contract Specialist IV  (B22)  $5,833.33 – $6,166.67

 

Qualifications

 

Minimum Qualifications

Contract Specialist Iii

  • 60 semester hours or an Associate’s degree from an accredited college or university.
  • One (1) year experience in billing or invoicing processing in a contract or purchase order environment; collections; receivable procedures; managing or monitoring contracts.
  • Quantifiable years (or combination of) an internship and/or work experience with general business practices, planning and implementation, completing processes, and/or conducting and analyzing research.
  • Experience with research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
  • Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc.

Contract Specialist Iv

  • 60 semester hours or an Associate’s degree from an accredited college or university.
  • Two (2) year experience in billing or invoicing processing in a contract or purchase order environment; collections; receivable procedures; managing or monitoring contracts.
  • Quantifiable years of experience with general business practices, planning and implementation, completing processes, having knowledge of applicable laws for local, state, or federal rules, regulations and policies regarding contract development and/or contract management, purchasing, supply chain management, contract monitoring, or project management .
  • Experience with research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
  • Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc.

Preferred Qualifications

Contract Specialist Iii

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Two (2) years’ experience in automated billing or invoicing processes in a contract or purchase order environment; collections; receivable procedures; managing or monitoring contracts.
  • Experience with planning, developing, coordinating, administering, or managing projects.
  • Experience with applicable laws for local, state, or federal rules, regulations and policies regarding contract development, purchasing, management, supply chain management, or contract monitoring.
  • Experience using statewide Term Contracts, TXMAS contracts, Open Market processes, the CMBL, or familiarity with the Texas SmartBuy purchasing system.

Contract Specialist Iv

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Quantifiable years of experience in planning, developing, drafting, or managing complex contract instruments and application of contracts in a public sector or corporate environment.
  • Experience with planning, developing, executing solicitations, awarding contracts, or managing contracts per the guidelines and procedures published in the Texas Procurement and Contract Management Guide.
  • Experience using statewide Term Contracts, TXMAS contracts, Open Market processes, the CMBL, or familiarity with the Texas SmartBuy purchasing system.

Substitutions

Contract Specialist Iii

  • One additional year of (or combination of) an internship and/or quantifiable work experience with general business practices, planning and implementation, completing processes, and/or conducting and analyzing research may substitute for thirty semester hours of the required education, with a maximum substitution of 60 semester hours (two years).

Contract Specialist Iv

  • One additional year quantifiable work experience with general business practices, planning and implementation, completing processes, conducting and analyzing research and/or having knowledge of applicable laws for local, state or federal rules, regulations and policies regarding contract development and/or contract management, purchasing, supply chain management, contract monitoring, or project management may substitute for thirty semester hours of the required education, with a maximum substitution of 60 semester hours (two years).

Licenses And Certifications

  • Certified Texas Contract Manager (CTCM) certification must be obtained within six months of employment.
  • Certified Texas Contract Developer (CTCD) certification must be obtained within one-year of employment.

In This Role You Will:

  • Collect and process TSB administrative fee and TXMAS rebate payment.
  • Research and analyze TSB system for invoice and payment discrepancies.
  • Works with accounting and treasury departments and Data Management to troubleshoot differences.
  • Track delinquent accounts. Contact customers with delinquent accounts.
  • Process refunds. Monitor auto-generation and delivery of delinquency notices to overdue accounts.
  • Provides clear communication and customer service regarding TSB administrative fee invoicing inquires and the collection process and issues to contractors.
  • Prepares aging reports and maintains any reports or records necessary to perform job accurately.
  • Provides ongoing contract technical assistance to contractors, state agencies, TSB members and internal customers; perform negotiations with contractors and customers, resolve contract issues, change management, makes recommendations to contract development, reviews solicitation documents prior to award, and contract close-out.
  • Ensures that contractors and end users abide by the terms of the contract and provides guidance and interpretation on the usage of the contracts.
  • Works with contractors, customers, and the Vendor Performance Coordinator to resolve contract issues in a timely manner.
  • Ensures that contractors and end users abide by the terms of the contract and provides guidance and interpretation on the usage of the contracts.
  • Prepares reports by compiling, monitoring, and analyzing historical expenditure data from a variety of CPA sources.
  • Ensures that contract changes are properly documented and uploaded to TSB. Update and maintain contract information in TSB. Record management of all contract actions.
  • Conducting post sales audits and monitor contract offline sales reporting.

·       Issues GovDeliveries, updating insurance tracker, monitor records retention of contract files/documents, and monitor section email boxes and voicemails.

  • Performs other duties as assigned.
