The Fleet and Critical Site Infrastructure (FCSI) is looking for a Manager II for the oversight of the Heavy Fleet and Equipment (HFE) Department. This position will report to the FCSI Division Manager. Located in Area 6 of the NNSS, HFE plays a critical role in the execution of the important projects that help secure our nation's future.

Key Responsibilities

  • Manage non-bargaining personnel and directs supervisors overseeing bargaining employees in daily activities of heavy vehicle and heavy equipment maintenance operations. Examines cost effectiveness, equipment repairs and worker performance, and adherence to regulations. 
  • Supervise parts procurement for repairs and warranty/recalls, as well as confirming repair schedules with vendors. 
  • Supervise employees who transport heavy equipment and cargo to and from specified locations. 
  • Maintain a good working relationship with PULSE complex, and construction personnel assigned to the facility.
  • Maintain a good working relationship with construction management to address their requirements and work corrective maintenance repairs quickly to help keep up with their progress/deadlines. 
  • Schedule all underground equipment at PULSE and Forward Area Tunnels for Fire Report Assessment (FRA) and then make ready equipment to the FRA requirements, whether it be a fully automatic fire suppression system, or just a fire extinguisher. 
  • Ensure Heavy Fleet & Equipment management participates in the PULSE eight-week scheduling meeting, and the daily POD.
  • MSTS Subject Matter Expert (SME) for Hoisting and Rigging (H&R) program.
  • Establish a Hoisting & Rigging (H&R) biannual assessment by the Mission Assurance Personnel.
  • Update and maintain H&R policy and procedures and ensure they keep up with the evolving H&R CFRs and employees' questions, concerns, or suggestions.
  • Complete all H&R caWeb issues/actions, and all subsequent requirements for closure of caWeb issues.
  • Ensure that the H&R database in Maximo is updated with accurate information. 
  • Responsible for preparing and reviewing H&R lift plans including critical lift plans. 
  • Support collaborative relationship with H&R Program owner.
  • Maintain DOE/NNSA equipment to maximize cost recovery. 
  • Maintain and update the Heavy Fleet & Equipment Procurement Plan that is supported by data as well as customer requirements. 
  • Facilitate the activities of assigned maintenance duties with attention to continuous improvement of safety, quality, security, delivery, cost, and customer satisfaction. 
  • Responsible for staffing competent, qualified personnel to meet the needs of the NNSS ongoing and short-term projects.
  • Capable of understanding scheduling and billing to support Recharge operations.
  • Development of performance reviews, approval of timecards, assigning work assignments, assuring adherence to company policy and procedures and ensuring them focus on functional goals and objectives. 
  • Understand and be capable of directing troubleshooting and repairs on, light vehicles, heavy vehicles, armored vehicles, heavy lift cranes, underground equipment, drilling rigs, and heavy construction equipment, etc. 
  • Provide key input on decisions for customer requirements and needs.
  • Establish daily schedules and completion of assigned work using Maximo scheduling. 
  • Interact daily with team members and promote empowerment and an environment where employees feel safe to raise issues or concerns.
  • Conduct periodic management assessments and identify compliance issues, concerns and deficiencies with recommended corrective action plans.
  • Monitor issues and coordinate work package assignments and corrective actions.
  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience. 
  • Fluent understanding of heavy equipment maintenance, fuel types, and requirements.
  • Knowledge of environmental compliance in dealing with shipping hazardous materials such as fuel and other fleet hazards.
  • Maximo experience is highly desired.
  • Hoisting & Rigging subject matter expert is desired.
  • Understanding federal, state, and local requirements for operation of commercial motor vehicles.
  • Knowledge of the Integrated Work Control Process or Integrated Safety Management is required.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule will be 4/10s, Monday-Thursday (Subject to Change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.


MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $151,881.60 - $243,006.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
