ManTech is seeking a Business Analyst Team Lead to support a pivotal Defense Health Agency (DHA) program within our Health Portfolio. This role leads a matrixed team of business analysts (BAs) who work within various agile teams within an enterprise software development, maintenance, and operations team. This role drives the planning, direction, and management of a wide variety of business, functional, and technical requirements – and helps set scope, informs tradeoff analysis, and collaborates across all Software Development Life-Cycle (SDLC) disciplines to elicit, define, and document user-driven requirements.
As the Lead Business Analyst, you will serve as a key enabler of alignment and consistency across the Agile Release Train (ART). You will work closely with the Release Train Engineer (RTE) to ensure that Business Analysis practices support the ART’s objectives and that teams are positioned to deliver value every Program Increment (PI). This role is ideal for a candidate who thrives in a scaled Agile environment, understands SAFe ceremonies and workflows, and is passionate about creating clarity and alignment across teams to enable predictable delivery of value.
Responsibilities include but are not limited to:
- You will serve as a senior member of a Scaled Agile Framework (SAFe) team, helping drive the development and sustainment of software systems supporting medical logistics, business intelligence, and system integration.
- You will coordinate across a scaled Agile environment with a focus on dependency management during cloud modernization efforts.
- Partner with the Release Train Engineer (RTE) during PI Planning to guide best practices in feature decomposition and dependency identification
- Establish and maintain business analysis standards, documentation practices, and demo protocols
- Align Business Analyst (BA) talent to agile teams to match skillsets with roadmap priorities
- Mentor BAs to ensure shared understanding of business value, user stories, and readiness criteria
- Promote transparency by communicating dependencies and risks across teams
- Lead cross-team collaboration to manage inter-team dependencies affecting software delivery
- Track and resolve conflicts using tools such as Jira to uphold sprint and milestone commitments
- You will drive requirement development across the software lifecycle, ensuring clarity and traceability.
- Define standards for business, functional, and technical requirements
- Translate business needs into actionable, testable user stories
- Maintain end-to-end requirements traceability to support value delivery
- You will support and improve business analysis discipline through planning, tooling, and best practices.
- Define templates and reusable processes for consistent BA delivery
- Coach BAs to elevate program-wide analysis capabilities
- You will lead communication efforts to ensure proactive and transparent updates across all stakeholders.
- Act as liaison among product, engineering, QA, and vendor teams
- Drive alignment through timely updates, escalations, and cross-functional syncs
- Ensure requirement changes and blockers are resolved to keep project timelines on track
Minimum Qualifications:
- A Bachelor’s degree in information systems, Business Analytics, Logistics Management, Computer Science, or other applicable discipline. A minimum of 10+ years of progressive experience in enterprise-level business analysis, requirements reengineering, and product management - including at least 5 years in a team leadership or SME role. An additional four years of experience can be substituted in lieu of a degree.
- A minimum of 5 years of technical experience with complex software development projects, particularly modernization or migration efforts shifting from legacy systems (Powerbuilder, Oracle, or similar) to cloud-based platforms (AWS, Java Microservices, or similar) – including managing technical requirements between as-is and destination platforms related to usability, performance, and functional mapping between disparate UI/UX approaches.
- Experience working with requirements for an interconnected mix of UI-driven systems, back-end processes, and integration functionality – including transactional systems, business intelligence and reports, and data integration pipelines via both traditional ETL and modern API or message-queue approaches. Experience with a wide variety of traditional and newer requirements elicitation and management techniques, with the proven ability to define an incremental mix of approaches that work in an agile environment. A mix of progressive experience is desired, which could include a mix of process-mining methods (LiveModel or similar), model approaches (SysML, UML, ARIS, or similar), quality-driven approaches based on ISO/IEC-9026, agile or feature-focused approaches (user flowcharting and rapid prototyping, Epics, Stories, NFRs), or techniques including document/interface analysis for modernizing existing systems.
- Exceptional interpersonal, problem-solving, and trade-off analysis skills – particularly cross-team coordination where a requirement has an impact to multiple sub-systems.
Preferred Qualifications:
- Experience Driving Process Innovation in Ambiguous Environments: Ideally, the candidate will have a proven track record of leading teams through periods of uncertainty, where existing frameworks were insufficient, by designing and institutionalizing fit-for-purpose business analysis processes. This includes applying organizational design principles, leveraging systems thinking, and aligning emergent workflows with the DML-ES Product Roadmaps to enable predictable value delivery. Comfort with experimentation, rapid feedback loops, and iterative process improvement in a scaled Agile environment is strongly preferred.
- Enterprise logistics and supply chain experience, particularly medical logistics exposure related to inventory and cataloging, life-cycle management/tracking, and related industry/regulatory standards – and an understanding of logistics-related challenges as they relate to software system design and improvement.
- Experience with the AWS GovCloud environment, and managing requirements that span a mix of on-premise source systems, existing legacy/migrating systems, and cloud-based software.
- Experience or certification with the Scaled Agile Framework (SAFe), Continuous Integration & Continuous Delivery (CI/CD) approaches, and DevOps practices.
- A current Project Management Professional (PMI-PMP) certification or the ability to quickly obtain the certification prior to starting.
Clearance Requirements:
- Must be a U.S. Citizen and willing and able to obtain a Public Trust and undergo a Tier 3 investigation.
Physical Requirements:
- Must be able to remain in a stationary position 50% of the time
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
- The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
The projected compensation range for this position is $114,100.00-$191,100.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
