Purpose of the Role
To be the senior point of contact between The Crown Estate and Savills, responsible for ensuring that a consistent approach to Health & Safety is implemented across all Savills managed properties in line with The Crown Estates safety first agenda whilst implementing Savills Safety+ processes and procedures. The Safety First Lead’s key function will be the continuation and ongoing development and implementation of robust Health & Safety objectives which will be bespoke to The Crown Estates Regional Portfolio, dovetailed with other risk areas including, but not limited to, security and emergency resilience planning.
Key Responsibilities
Culture
- Continual liaison with TCE and Savills senior stakeholders on risk management matters
- Being central to the development of The Crown Estates strategic objectives and areas of focus in terms of risk.
- Leading the communication strategy between all parties, internally, within the Crown Estate and site level stakeholders and updating regularly on portfolio wide initiatives, best practice and focus areas.
- Ensuring that a structured programme of information, instruction, training and reporting is in place that follows the Safety+ processes already in place to ensure that a Generative Safety First Culture is embedded in all team members.
Operational Tasks
- Line management of the Safety First Team in the delivery of H&S support, advisory functions and reporting across the TCE Portfolio.
- Senior level engagement with other risk area leads to ensure of a joined up approach to strategic risk management.
- Main point of client contact to our team of external third party consultants for the delivery of Risk Assessments and other consultancy services across TCE Estates
- Ensuring through robust management systems that all identified action points are cleared down in a suitable time period and in line with KPI’s
- Ensuring all properties have a structured Planned Preventative Maintenance plan in place that covers all inherent risk areas and that this is used on a day to day basis to ensure high standards are achieved and maintained.
- Strategically plan and implement Health & Safety led initiatives as required to constantly evolve and improve safety standards at all properties.
- Ensure a programme of audit and inspections is in place that can be conducted by the Safety First team. This programme will ensure adherence to Safety+ processes, procedures and training requirements. The Safety First team should be visible to the site teams.
- Work closely with Savills Safety+ Team to benchmark and benefit from best practice which can be used across the Regional assets and portfolio and to achieve consistency across all workstreams.
- Develop and apply continual improvement at all times
- Ensure regular reporting in line with client requirements is produced on time and to a satisfactory standard.
Financial
- Have a detailed understanding of financial factors impacting on The Crown Estates safety first regime.
- Work with all site budget holders to ensure that due consideration has been given to the required level of safety management matters in annual service charge budget setting
- Advise on the cost / benefit of additional safety measures
- Hold and manage a central Safety First budget (at a level agreed with the client) aimed at improving standards across all areas.
Incident Management
- To take Silver and/or Gold Command Control of major incidents across the TCE portfolio controlled by Savills
- To support sites dealing with routing incidents and lead on significant investigations
- Take the lead on deciding whether incidents are reportable under RIDDOR and ensure a timely submission in line with legal requirements
- Ensure incidents, near misses and accidents are analysed so that trends can be identified to improve overall process, policy, procedure or training requirements
- Ensure communication channels remain open with TCE by providing timely updates on the incident, immediate actions taken and outcomes of investigations.

Individual Performance Evaluation Criteria
- Hold strong client relationships with TCE
- Maintain Safety+ standards throughout the TCE portfolio
- Maintain strong communication channels with TCE on key risk items such as incident management or action findings
- Ensure Safety First visibility at a site level
- Evidence that progress has been made in raising your profile across Savills teams outside of TCE. Enabling a greater understanding of where to obtain support from the wider business and have improved connectivity between the various Savills teams.
Skills, Knowledge and Experience
- An experienced H&S Leader with a background in property audit and compliance
- Strong Operational Health & Safety knowledge backed by suitable qualifications and career experience
- Interest or experience in a variety of property sectors
- Knowledge of all aspects of property risk including Health & Safety, Environmental and Security
- Strong reporting and report writing skills
Working Hours - 9.00-5.30 Monday to Friday
The position will be centrally based with national travel.
