Senior Manager, Specialized Delivery DD&I

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. The GO Expansion program has the objective of building an enhanced commuter rail network to meet the corporate mandate and business objectives while adhering to Metrolinx’s highest standards for safety, efficiency, and legal/regulatory/policy compliance, while delivering excellent customer experience. The Senior Manager will be responsible for specific elements of infrastructure required to support the capital build of the GO Expansion program.
 

What will I be doing?

• Develops project strategies while providing overall administrative and technical leadership and oversight to the Railway Corridor expansion activities to ensure coordination of efforts and successful completion.
• Plans, sets objectives and controls Due Diligence and Utility Relocation/Protection activities of the project in conjunction with the design and construction teams.
• Leads a Project Management team to deliver collaboratively on activities for GO Expansion by facilitating the development of plans, schedules and budget documents to ensure optimal coordination of projects throughout the network; reviews consultant proposals and develops recommendations for proposed projects consistent with strategic plan and business objectives.
• Manage all aspects related to internal and external stakeholders as the project moves through its life cycle. Ensuring review timelines, comments and integration of these comments are met and agreed.
• This leader will be required to support the development/acquisition of any agreements and property requirements associated with the program as it relates to the work being undertaken.
• This role will integrate of all aspects of utilities management and execution of Due Diligence, supporting the design and execution of the work.
• Manages critical paths/milestones, by monitoring mechanisms for projects (e.g., budget, schedule, scope, quality); regularly reports to Director on project status.
• Develops and manages the budget related to works associated with the Due Diligence and Utilities.
• Promotes a safe and healthy work environment; ensures project teams, contractors and trades comply with health, safety and environmental standards that meet or exceed legislated requirements.

What Skills and Qualifications Do I Need?

• Completion of a degree in Applied Science, Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
• Demonstrated progressive experience providing comprehensive engineering and project management services associated with the planning, design, and construction of transit facilities, station infrastructure, and related works.  Previous experience includes leading a team of technical professionals
• Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (e.g., development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives
• Theories, principles and practices of civil and architectural design and construction; skill and proficiency in broad phases of engineering application
