Job Summary:

The Family Home Licensing Unit Supervisor is responsible for directly supervising a team who approve applications for licensed foster homes. This includes reviewing inspections and/or evaluations of foster homes, individuals, and/or associated programs for the purpose of state licensing and/or state certification; reviewing investigation outcomes on families in order to assess adherence with state licensing rules and statutes; and fielding inquiries from families and licensing agencies as needed. In addition, this position acts as a communication liaison with the contracted and non-contracted vendors when questions are elevated regarding issues involving potential/licensed foster homes. Regular travel is required to perform duties.

NOTE: May not seek nor maintain a license or certification for any services regulated by the Office of Licensing and Regulations (OLR), nor seek or maintain secondary employment with any entity regulated by OLR during employment within OLR.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Supervises unit staff and operations. Plans, organizes, and manages the functions of the employees and unit to ensure work is performed in accordance with applicable state and federal statutes, administrative rules, agency policies and procedures, and within statutory time frames. Schedules and assigns work. Prioritizes assignments. Mentors and trains staff. Conducts performance evaluations, approves leave, etc.
  • Reviews licensing issues and licensing applications. Completes a variety of reports and correspondence, including but not limited to investigative/inspection reports, notice of violations, cease and desist orders, and responses to inquiries including requests for information, research reports, etc. Evaluates and assesses providers for licensure and/or adverse actions. Provides technical assistance and training to providers related to licensing statutes, rules, policies, and procedures. Reviews and drafts letters of concern, corrective action plans, or adverse action letters. Provides these actions to the manager for approval and administration, as needed.
  • Conducts and observes staff completing ongoing scheduled and unannounced monitoring visits with department stakeholders. Plans and facilitates staff meetings and 1:1 meetings. Creates goals for staff and completes AZPerforms.
  • Processes and ensures initial, renewal and amendment license applications are completed within required time frames.
  • Attends and presents at a variety of meetings with management, agency staff, coworkers, current or prospective licensees, etc.
  • Other duties as assigned as related to the position.

Selective Preference(s):

The selected candidate will have a degree from an accredited college or university in public or business administration, social work, psychology, counseling or other related field and 3-5 years supervisory experience.

Pre-Employment Requirements:

Requires the possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.11). Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration. Mileage may be reimbursed, if applicable.

The ability to secure and maintain an Arizona Fingerprint Clearance Card and the ability to secure and maintain clearance from the DCS Central Registry.
