The Workforce Operations Supervisor plays a critical role in overseeing the day-to-day delivery of WIOA services in Richland and Lexington counties. Reporting to the Operations Manager, this position provides leadership, supervision, and compliance oversight to staff while carrying a small caseload of WIOA participants to remain connected to direct service delivery.
The Workforce Operations Supervisor ensures program excellence by balancing staff management, partner engagement, performance monitoring, and hands-on case management to achieve positive outcomes for both job seekers and employers.
Job Description
Program Oversight & Compliance
- Monitor, analyze, and evaluate the quality of services to ensure alignment with WIOA law, Statement of Work, and attainment of performance goals.
- Conduct regular file reviews, case note checks, and activity code monitoring to ensure compliance.
- Review SCWOS and other reports weekly to identify trends, correct issues, and ensure timely documentation.
- Assist the Operations Manager and Project Director with performance reports, audits, and board updates.
- Maintain a minimum of 95% compliance on file reviews and ensure corrective actions are completed within established timelines.
Staff Supervision & Development
- Supervise and coach Career Advisors across two centers.
- Conduct one-on-one check-ins, team meetings, and staff evaluations focused on performance and professional growth.
- Support the creation and implementation of individual learning plans for staff and ensure ongoing professional development.
- Foster strong collaboration between Career Services and Business Solutions teams to connect job-ready participants with work-based learning opportunities (OJT, WEX, Transitional Jobs).
- Model servant leadership by mentoring, cross-training, and empowering staff to innovate and problem-solve.
Direct Service – Participant Case Management
- Carry a small caseload of WIOA participants to maintain first-hand knowledge of service delivery.
- Provide individualized career counseling, assessment, and employment planning.
- Document participant progress, income verification, MSGs, and credentials in compliance with WIOA requirements.
- Review and approve participant requests (supportive services, training packets, vouchers).
- Demonstrate strong strategies for engaging and re-engaging customers, overcoming barriers, and ensuring participants achieve employment goals.
Community Engagement & Partnership
- Build and maintain professional relationships with training providers, mandated partners, employers, and community agencies.
- Represent SC Works and Equus at partner meetings, community events, and stakeholder sessions.
- Ensure staff and participants are informed about available community services and referrals.
- Promote equitable access to services, ensuring all customers, including those with disabilities or barriers, receive high-quality support.
Leadership & Operations
- Maintain strong communication with leadership, board staff, and community partners.
- Create and maintain operational procedures, ensuring consistent, high-quality service delivery.
- Support customer satisfaction by promptly addressing concerns with documented action plans.
- Use SCWOS dashboards and internal reports to identify performance trends and implement corrective actions.
- Promote a positive, inclusive culture that values professionalism, respect, accessibility, and customer service.
Qualifications
- Bachelor’s degree in workforce development, business, social work, psychology, human services, or related field (master’s preferred).
- 3–5 years of workforce development, social services, or program management experience.
- Supervisory or leadership experience with a focus on performance and outcomes.
- Strong knowledge of WIOA program guidelines, case management principles, and performance measures.
- Ability to manage multiple priorities in a fast-paced environment with attention to detail.
- Excellent communication, organization, and problem-solving skills.
- Proficiency with data management systems, SCWOS (or similar case management system), and Microsoft Office Suite.
- Knowledge of local workforce needs, resources, and employer engagement strategies.
- Occasional evenings or weekends may be required; regional travel as needed.
- This is considered a driving position and as such your driver's license must be in good standing and you must have proof of valid automobile insurance.
