Pay Range
$182,310 - $277,344 Annually
$182,310 - $231,180 Annually for the SEL.3 level
$218,700 - $277,344 Annually for the SEL.4 level
This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
Job Description
We have an opening for a Deputy Nuclear Facility Capabilities Manager to support the Nuclear Facility Capabilities Manager in leading and managing the facility capability development groups in Superblock, a Hazardous Category 2 nuclear facility. You will manage employees and resources to accomplish the technical and administrative requirements for a very large portfolio of projects to achieve critical LLNL research and development missions. Responsibilities also include assisting in the management and development of staffing plans as well as short-term and long-term strategic objectives. This position is in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.
Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You Will
- Provide technical leadership, supervision and strategic and administrative direction, guidance, and support in the planning, design, and execution of multiple simultaneous projects and research and development objectives to a multidisciplinary team of scientists and engineers.
- Monitor and direct project performance to ensure milestones and deliverables are met, respond to unexpected occurrences, mitigate risks, lead and advise on corrective actions as necessary, and exercise independent judgment and latitude in establishing project objectives and allocating resources, and in managing project scope, schedule, changes, and budget, while ensuring safe and efficient execution of activities.
- Support the timely development, review, approval, and implementation of engineering and technical work documents, analyses, change packages, work planning and control packages, and calculations.
- Engage with stakeholders for requirements gathering and validation, and collaborate with Superblock management, programmatic leads, and facility managers to align project objectives and resolve conflicts.
- Prepare project documentation, perform data gathering, oversee monthly reporting, and coordinate internal and/or external document comments/reviews.
- Manage, mentor, and motivate engineering staff in programmatic assignments, technical development, and professional growth.
- Perform other duties as assigned.
Additional job responsibilities, at the SEL.4 level
- Set strategic technical direction and long-term goals for the team and projects, and brief senior management on overall impact and approach.
- Initiate or oversee various monthly reports; analyze results and report to management.
- Provide advanced technical leadership and solutions for complex problems, including formal risk analyses and mitigation strategies.
- Exercise independent judgment to provide advanced technical leadership and solutions for complex problems; manage complex projects that may not be well defined.
- Independently perform formal risk analyses to identify, manage, and mitigate risks throughout the project lifecycle, including factors that may be intangible.
- Routinely interact with senior management, sponsors, and experts; instrumental in attracting and retaining projects, funding, and staff; sought after as a technical consultant and spokesperson for the organization.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor’s degree in an Engineering field such as Mechanical, Structural, Electrical or Civil Engineering or the equivalent combination of education and significant related experience.
- Demonstrated experience leading and managing technical teams with accountability for project results, budgets, and schedules. Proven ability to develop and administer budgets, direct work schedules, and review work for adequacy.
- Advanced communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management and/or external sponsors. Experience providing strategic technical guidance and influencing organizational direction.
- Experience fostering productive relationships with other divisions, directorates, laboratories, and other institutions across the Department of Energy (DOE) and Department of Defense (DoD) enterprise, and external advisors and reviewers.
- Experience with construction in cleanroom, industrial and/or laboratory facilities.
- Strong track record of promoting and implementing safe work practices, including OSHA, environmental, safety and health standards.
Additional qualifications at the SEL.4 level
- Extensive experience setting strategic direction for projects/programs and influencing technical decisions made by senior management and external customers.
- Experience with formal risk analysis and mitigation in complex, multidisciplinary projects.
- Sought after as a technical consultant or spokesperson for the organization.
- Substantial experience in the application of project management processes, and costing and scheduling tools in managing complex, multidisciplinary construction projects within operating facilities.
- Experience managing multiple projects within a commercial, Department of Energy, or Navy Nuclear Facility.
- Significant engineering experience building, motivating, and leading multi-disciplinary teams of technical and scientific staff on nuclear weapon engineering projects or within nuclear facility engineering programs.
- Expert communication and collaboration skills.
Qualifications We Desire
- Advanced degree in engineering or a related technical field.
- Understanding of nuclear facilities and governing regulatory requirements.
- Advanced training in Project Management and demonstrated experience utilizing project management software.
- Certified Construction Manager (CCM), or Project Management Institute (PMI) Certification.
- California Professional Engineering Registration.
- Familiarity with California Building and Life Safety Codes, including OSHA and NFPA, and national consensus standards, such as NEC, ASTM, ANSI, ASME, DOE codes and standards, and ASHRAE.
