The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with more than 5,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. DEP annually collects $3.8B in revenues, primarily through customer billing. These funds support DEP’s operations and its $31B Ten-Year Capital Construction Plan.
DEP is currently seeking a mission-driven, dynamic and analytical individual to serve as a senior business analyst in the newly created Office of Performance and Program Management. The successful candidate will report directly to the Senior Director, Performance and Program Management, and will work closely with staff across the agency, including leadership, operational managers, process owners and analysts, to support DEP achieving its strategic and business goals, which include innovation in technology and process to increase efficiency. The Senior Business Analyst will liaise with multiple DEP business units such as the Agency Chief Contracting Office, Budget Management, Engineering Audit, Information Technology and Human Resources, and also collaborate with the DEP engineering and operating bureaus.
The Senior Business Analyst will be instrumental in shaping strategic decisions across the agency by leveraging advanced data analytics, evaluating business processes, and supporting key project initiatives. This role demands a forward-thinking professional with exceptional analytical skills and a collaborative approach to drive agency-wide improvements. The Senior Business Analyst will work closely with a range of DEP business units, including the Agency Chief Contracting Office, Budget Management, Engineering Audit, Information Technology, and Human Resources, and will actively collaborate with DEP's engineering and operational bureaus to align business solutions with organizational goal.
Key Responsibilities:
- Identify and assess business challenges, documenting current processes and pinpointing inefficiencies within systems and workflows.
- Translate business needs into functional user requirements for enterprise systems, databases, and reporting solutions.
- Elicit, define, and document detailed business and system requirements to support process optimization and technology solutions.
- Lead business process analysis and redesign efforts, developing proposals that enhance efficiency, productivity, and service delivery.
- Lead, manage and support projects, including cross-bureau initiatives, ensuring alignment with overall organizational goals.
- Analyze complex quantitative data sets, including key operational performance indicators, to uncover trends and deliver actionable insights that inform strategic decision priorities.
- Develop compelling, data-driven narratives that synthesize input from cross-functional teams, supporting decision-making and organizational alignment.
- Produce high-quality project documentation, including business proposals, scopes of work, use cases, workflow diagrams, and project implementation plans.
- Apply standardized project management and analytical frameworks as directed by the Program Management Office to ensure consistency and best practices.
- Support the Office of Performance and Program Management as it establishes itself within DEP, taking on duties related to the day to day running of the office, as required.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
