Role Summary

The Tony Blair Institute for Global Change (TBI) seeks a motivated and experienced Deputy Director, Non-Green Deals to join its team in Nairobi, Kenya as an embedded advisor to operationalise, and deliver impact for an Investment Acceleration Assignment. The Deal Room is a new flagship initiative, with a mission to accelerate strategic private and public investments that require bespoke government support.  

The Deputy Director Non-Green Deals will play a pivotal role in translating the deal room objectives into actionable plans and implementation frameworks, build and lead a multi-disciplinary delivery team focused on strategic deals facilitation, build a strong coordination culture, oversee accountability and spearhead investment acceleration in Kenya’s pipeline across prioritised sectors and emerging opportunities.  

This role is pivotal in unlocking quality investments, accelerating sector-based industries and advising the Director Deal Room on critical public-private sector unlocks to enable strategic investments across industrial clusters in Kenya. 

The position holder will draw on TBI’s broader expertise from within the Kenya country team (e.g. on political economy issues and stakeholder management) and from global teams (e.g. on investment facilitation, industrial policy, energy and climate, trade and infrastructure, etc.).   

The Position holder will build foundations for deal acceleration, establish team routines, prioritise delivery and momentum, overseeing performance for a team and champion systemic reforms. 

This role requires a person with leadership acumen, expertise in investment facilitation, proven public-private interface experience, and a track record of delivering through cross-sector coordination at the highest levels.

Key Responsibilities

Pipeline Delivery and Deal Progression

  • Drive proactive engagement with deal owners/sector leads, investors and relevant ministries to understand deal context, requirements and barriers requiring unlocks 
  • Coordinate and operationalise the deal lifecycle from triaging, structuring to clear hand-offs with deal owners 
  • Apply standardised frameworks and tools to increase quality deals through evaluation, qualification and prioritisation. 
  • Monitor and manage each deal’s movement through milestone levels and ensure clear hand-offs for investment implementation or closure. 

Operational Management and Delivery

  • Supervise strategic deals managers and analysts providing guidance to ensure high-quality outputs supported by standard operating procedures, common user tracker, dashboards and tools. 
  • Track performance using pre-agreed KPI’s, timelines and escalation protocols in alignment with the Director Deal Room’s role of secretariat to the Investment Committee. 
  • Develop and lead a pipeline intelligence function which supports decision making, investor dialogues, negotiation preparations and institutional performance reviews 
  • Prepare requests and briefs for escalation and Issue resolution 
  • Institutionalise learning by distilling insights from deal facilitation into reusable resources. 
  • Build internal capacity through targeted mentorship, skills coaching and leadership of delivery routines to strengthen the team’s quality of execution. 
  • Develop the non-green deals division sustainable resource mobilisation plan. 

Strategic Coordination and Stakeholder Engagement

  • Act as the primary point of contact and senior level champion for high-impact deals 
  • Build and maintain senior relationships with key actors and touchpoints.  
  • Set clear agenda and provide high-level troubleshooting to support institutional and inter-ministerial unlocks. 
  • Strategically engage national, county governments, development partners, investors and Technical TBI expertise towards tailored deal support packages, policy and regulatory reforms, incentives, off-take agreements and co-investment structuring. 
  •  Generate key pipeline deal insights and identify key resources to achieve strategic impact. 
  • Carry out relevant duties assigned by the Director Deal Room to advance strategic investments in collaboration with TBI 

Required Competencies

  • Experience in private sector leadership, especially in investment-heavy or project-financed environments 
  • Hands-on experience in deal structuring as well as regulatory experience and delivery track record 
  • Familiarity with transaction advisory 
  • Prior experience working in Kenya or East Africa is a strong advantage 
  • Understanding of and working experience with the Government of Kenya 
  • Proficiency in Swahili is desirable 
  • Location: Full-time, based in Nairobi  
  • Contract: An initial 12-month consultancy with potential for extension or move to full-time TBI contract.
