The Position

Primary Purpose of Job (Job Summary)

Roche is hiring for a greenfield facility in Shanghai and we are looking for Dynamic leaders who has strong execution skills and experience in establishing planning operations, collaborating closely with project team to execute this strategic initiative, including site planning system design, validation and operation readiness - and oversee daily operations to ensure long-term success, whilst also displaying strong people leadership skills to build and grow new teams.  

 

The Planning Manager leads planning activities for our new aseptic facility, overseeing material requirements planning (MRP), production scheduling, and long-term capacity planning. During the project phase, the role focuses on setting up planning processes and integrating SAP, and MPS systems. In the routine phase, the Planning Manager will manage daily operations, balancing supply and demand to ensure production continuity and efficiency.

  • Enable and empower the team to achieve site vision by leveraging creative leadership competencies and exemplifying the Leadership Commitments.
  • Play a critical part in the design and realization of planning systems and processes. 
  • Responsible for the overall Production, Capacity and Resource Plan, Material Requirement Plan as well as inventory management. 
  • Keep strategic collaboration with local and global stakeholders to ensure business continuity. To guide and support the team to manage supply risks via different approaches (like supply scenario planning).

Principle Roles & Responsibilities / Accountabilities

 

Leadership & People Management

  • Take the responsibility for department daily SHE management, implement site SHE procedure and program, and achieve site corporate /site SHE KPI. Promote SHE culture and improve employee safety behavior. 
  • Lead, coach, and guide the organization. Manage performance and development team members to achieve organizational goals and employee personal and professional growth
  • Build a strong pipeline of talent and robust succession plans for key positions.
  • Maintain a culture of continuous improvement and model lean leadership principles
  • Maintain a culture of transparent, high performance, empowerment and innovation culture.
  • Engineering Project Support and Operation Readiness:
 

Technical

  • Design and implement planning workflows, including MRP, production scheduling, and capacity planning, aligned with SAP, MPS systems
  • Collaborate with IT and project teams to ensure seamless integration and alignment of SAP, and MPS  systems with production and supply chain workflows
  • Lead the creation, validation, and maintenance of master data to enable efficient planning in SAP and MPS systems.
  • Work closely with key stakeholders, including production, quality, and engineering, to establish robust planning practices that support qualification and start-up milestones.
  • Assist MM head to setup team and people hiring schedule to build a competitive team that meets the project and operation ramp up plan.

Routine Operation:

  • Ensure accurate material planning to support production needs, avoiding stockouts while optimizing inventory levels.
  • Take overall charge of site budget process, get alignment with cross functional teams to ensure the optimal capacity utilization with reasonable inventory level and acceptable period cost; Act as site SPOC to ensure a timely and accurate budget publication as well as to clarify all the details with Global.
  • Manage the Master Production Schedule (MPS) and Daily Production Schedule, integrating sales demand, capacity constraints, and inventory metrics.
  • Oversee Material Requirements Planning (MRP) for the production, ensuring uninterrupted material supply for consistent production. 
  • Monitor procurement, delivery, production, testing, and release processes.
  • Collaborate with internal and external stakeholders to align site activities and projects, maximizing facility utilization while minimizing production disruptions.
  • Partner with local and global PTS teams to exchange real-time production data and secure necessary resources for RCPT.

Qualification And Experience

Education/Qualifications

  • Bachelor’s Degree in Supply Chain Management, Biotechnology, Manufacturing field and above
 

Job Required Competencies

  • 10 or more years’ operation experience in the GMP production environments, with proven expertise in production planning, supply chain planning, MNC preferred.
  • 5 or more years’ people management experience.
  • Experienced in new planning system startup readiness and ramp up.
  • Strong knowledge of MRP concepts, production scheduling methodologies, and capacity planning strategies
  • Able to think strategically and translate strategies into actionable plans, understands and applies agile ways of working
  • Fluent communications skills in English and the ability to effectively communicate, collaborate, and foster positive interactions with team members and stakeholders.
