The Opportunity:
CACI is seeking a Lifecycle Engineering Manager in support of the Military Sealift Command (MSC). These ships are operated by US Coast Guard (USCG) licensed Merchant Mariners and maintained to commercial standards. Ships are both Government Owned-Government Operated (GOGO) or Government Owned-Contractor Operated (GOCO). MSC follows the commercial model for their policy system using a Quality Management System (QMS) ashore and a Safety Management System (SMS) afloat and following the International Maritime Organization (IMO), the American Bureau of Shipping (ABS), and USCG regulations. The ideal candidate will be responsible for overseeing and implementing the pre-planning of MSC's Availability Planning Cell (APC).
- Manage and support life cycle management engineering and planning for assigned Military Sealift Command (MSC) ships including the development of long range (5-30 year) plans for maintenance, operation, repair, and support of TRANSALT.
- Provide ship availability Program Management (PM) and technical support to Military Sealift Command (MSC) vessels.
- Manage the APC to accomplish the specific tasks for assigned work items.
Responsibilities:
- Manage the development of technical services for engineering development and documentation. Technical services shall include engineering support in areas of naval architecture, electrical engineering, mechanical engineering and marine engineering. Work packages and studies will be conducted to support vessels and upcoming availabilities and will provide replacement and repair solutions and upgrades or improvements.
- Observe, and verify, and report on engineering requirements associated with the maintenance, repair, and modification of the vessel. Provide all observations, reports, and recommendations to the Principal Port Engineer (PPE) and MSC leadership.
- Manage the input of information critical to the service and repair using the Shipboard Automated Maintenance Module (SAMM) program of record.
- Apply knowledge from a range of engineering fields to the entire marine systems' design and production processes, including hydrodynamics, hydrostatics, structures, material science, arrangements, thermodynamics, power generation, fluid systems, and control systems.
- Manage the integration of components and subsystem constituents of the total ship or marine system which might include propulsion machinery and devices, auxiliary machinery, habitability and outfitting, cargo handling, navigation and communication systems, mission and combat systems).
Qualifications:Required:
- Familiar with MSC's leadership and business rules
- Proficient in SAMM/PENG program of record
- Lead and implement configuration management processes and procedures
- Collaborate with cross-functional teams to ensure proper configuration management practices
- Provide guidance and mentorship to junior configuration management staff
- Oversee change management, version control, and release management processes
Desired:
- Excellent analytical, problem-solving, and communication skills
- Experience with change management and version control systems
- Degree in Marine Engineering or related field of study
- Active Secret security clearance

The proposed salary range for this position is:
