Job Description
Position Summary:
The Engineering Operations Manager is responsible for managing Facilities hard services across the Oxford research site. The position provides oversight and management of multiple contracted service providers covering M&E, Laboratory and building related projects and regulatory compliance.
This role holder is expected to demonstrate excellent administration, communication, interpersonal and customer services skills with all levels of the operation and have excellent working technical knowledge of Labs, M&E, EH&S, project management and associated duties.
Key Responsibilities:
Facilities
- Provide leadership ensuring Facilities Hard Service contractual commitments are met.
- Ensure opportunities for strategic contracted service improvements are exploited.
- Direct and supervise on site facilities contractors and sub-contractors, ensuring safe working conditions and health and safety processes are effectively implemented and adhered to.
- Manage facility assets, plant condition and long-term replacement planning program through asset lifecycle.
- Assist with evaluating and optimizing processes, services and new products for maximum quality, cost effectiveness, selecting and negotiating with key vendors, monitoring through KPIs.
- Implementation, review and approval of technical engineering standards.
- Ensure statutory inspection actions documented and closed out in a timely manner.
- Conduct regular reviews of the facilities procedures, recommending and implementing improvements with appropriate change processes.
- Data collection, review and communication for energy/sustainability. Identification of energy saving initiatives and determining action plan for implementation.
- Upkeep of building O&M information, test equipment and building drawings.
- Lead technical elements of projects across the facilities Operations team.
- Assist with holiday and absence cover for site Facilities Management.
General Administration
- Undertake administrative general duties and ad-hoc tasks as required for full compliance.
- Using in-house systems such as ServiceNow (Helpdesk), PPM, Capital Request, Vertex University (Training), Concur (Expenses) iProcurement (Requisitions & Invoicing) and Travel.
- Assist with other general duties and ad-hoc tasks as required by operations management team.
- Ensure O&M information is kept up to date following any changes, collaborating with US engineering team as required.
Environment, Safety & Security
- Participate as part of operations emergency team; including assisting the evacuation and investigation process.
- Participate as part of operations BCP team; Responds to emergencies as part of incident, fire or business continuity teams.
- Lead H&S compliance for areas of responsibility ensuring all documentation is up to date and correctly filed. Leading audits and collaborating with all managers within team to ensure each site is compliant.
- Keep informed of relevant EH&S codes and regulations to ensure site is statutory compliant.
- Contributes to the Environmental Management Program. Lead the energy team with establishing new initiatives to increase awareness and Vertex’s commitment to environmental sustainability.
Technical And Communicative Skills
- Strong communication skills at all levels including project teams, key stakeholders and senior management.
- Collaborative nature with proven ability for excellent customer service and achieving buy-in from other functional groups.
- Technically proficient and skilled in efficient planning and completion of maintenance and technical services works. Knowledge of medical and or laboratory equipment and gases beneficial.
- Project management skills, to assist on projects that may involve co-ordination of building and services alterations and installations e.g. new lab equipment or process improvements.
- Has excellent technical knowledge and skills required to fulfil the role of Snr Facilities Operations Manager – Projects, Engineering & Compliance.
Preferred Education And Experience:
- Experience of a similar role in a R&D/Science environment.
- NEBOSH General Certificate or ISOH Managing Safely as minimum.
- Proven track record in maintaining M&E Facilities Services with a practical management approach and knowledge of Helpdesk/CAFM/BMS systems.

In this On-Site designated role, you will work five days per week on-site with ad hoc flexibility.
