Job Summary
We are seeking a Practice Leader - Procurement Specialist to join TYLin Philippines. This individual will be reporting to the Project Manager or deputy and will be working in Manila, Philippines, to fulfill the delivery objectives for projects that will be promoted and undertaken by TYLin.Responsibilities & Qualifications
Responsibilities:
- Review, edit, and update procurement and bid/tender documents (including technical specifications, attachments, and contracts) to ensure conformance with client requirements, DPWH standards, and funding institution guidelines, as instructed by the immediate supervisor.
- Assist the Procurement Expert in managing and monitoring the procurement program, including the preparation, final review, and production of bid/tender and contract documentation, ensuring compliance with prescribed forms, templates, and procedures.
- Coordinate with the Procurement Expert, document authors, immediate supervisor, and the client as necessary to ensure accuracy and completeness of procurement documentation.
- Coordinate with a team of specialist engineers undertaking detailed design
- Assists in the review of drawings and submittals, manages and prepares documentation of coordination meetings, and performs other contract administration tasks.
- Ensures design compliance with relevant engineering standards and codes, as well as internal QA/QC procedures.
- Engage with clients on project reporting, meetings, and workshops.
- Provide business development support, including technical proposal writing, identifying and researching strategic opportunities, and developing positive relationships with clients and municipal/approval agencies.
- Provide engineering support to other offices (as needed) within TYLin.
- Lead by example to promote a high-performance team culture.
- Other responsibilities as assigned.
Requirements:
- 2+ years of civil engineering experience is required
- Must be a registered professional engineer in the Philippines or a member of the International Engineering Charters or Organizations.
- Shall have solid project management skills, client relationship management, and be adept in civil engineering principles and code.
- Strong project management and client relationship management skills, along with a strong work ethic, highly dependable, and organized.
- Experience in the design of structural steel and concrete.
- Familiarity with Philippine design codes.
- Bachelor’s degree in civil engineering required or equivalent international charters.
- A master’s degree in civil/Structural Engineering is preferred.
- Requires knowledge of engineering principles and industry standards.
- Knowledge of AutoCAD.
- Strong communication skills (written and oral) and experience coordinating with multiple contractors and trades at one time.
- Knowledge of meeting design schedules and budgets.
- Travel may be required.
- Must possess communication and interpersonal skills necessary for effective project team collaboration and relationship building.
