Job Description

This is a 2-year funded position

Serves as management level employee & provides program direction and support on matters concerning labor relations:

  • Assists manager in implementing the agency's labor relations program;
  • Ensures compliance with OCSEA union contract;
  • Assists in planning and presents training on OCSEA union contract and any significant updates;
  • Drafts agency work rules, policies and procedures;
  • Prepares and provides technical assistance to management/supervisory personnel;
  • Responds to inquiries from government officials, employees, general public and union officials;
  • Assists manager in facilitating all aspects of pre-disciplinary meeting and grievance processes and/or represents agency at grievance hearings (i.e., Step 2, mediation, WOOC, ADR, arbitration);
  • Prepares and maintains human resources records documenting processes and outcomes;
  • Prepares reports and correspondence;
  • Advises and counsels employees and management on human resources practices.

Assists the Americans with Disabilities Act (ADA) Coordinator and manages intake process for the Department:

  • Manages the ADA Title 2 email inbox for the public and works with Department offices to address customers and stakeholders with disabilities accommodations;
  • Meets with team members with disabilities and engages in the interactive process;
  • Drafts and issues correspondence (e.g., acceptance/denial letters, requests for information);
  • Updates tracking spreadsheet;
  • Liaises with team members, facilities management, DAS building management and the Office of Accessibility and Opportunity at DAS regarding ADA accommodations;
  • Recommends and implements changes to policies related to Americans with Disability Act;

      Develops training materials and presents trainings to implement policies related to Americans with Disability Act.

Assists with other human resources activities:

  • Prepares and reviews Electronic Personnel Action Requests (ePARs), in accordance with HRD guidelines;
  • Assists with agency reorganization plans (e.g., drafts table of organization changes, reviews compensation equity, reviews class structure, ensures compliance with state classification plan);
  • Provides assistance and analysis to managers in workforce planning;
  • Facilitates knowledge transfer for key and/or exiting staff;
  • Advises managers and provides technical assistance on ePerformance system;
  • Creates and updated position descriptions;
  • Performs data management for assigned offices (e.g., analyzes employment trends and attrition rates; maintains and updates personnel ceiling information; maintains vacancy data;
  • Processes public service loan forgiveness forms and employment verifications;
  • Provides UKG Tech support and general email support;
  • Participates in revision of human resources operating procedures.

Performs other duties as assigned.

The work location of this position is 25 South Front Street, Columbus, Ohio 43215. You will be required to report to this work location full-time, if selected.

Qualifications

Completion of undergraduate core program in human resources, business or public administration and 12 mos. exp. in human resources. 

-Or 3 yrs. exp. in human resources.
