The Service & Team:

The Licensing Service is a large team within the Community Well-being Directorate and is responsible for a wide range of licensing functions.  This includes taxis & private hire, alcohol, entertainment, gambling, animal licensing, street trading, caravan & park homes, pavement licensing and much more.  We receive and determine thousands of applications annually and are also responsible for setting policies and procedures for doing so. Our work includes dealing with applications, business advice, reviews and committee hearings.

The Role:

We are seeking an enthusiastic and well-motivated person to undertake the role of Licensing Officer.  You need to have a "can-do" approach to work, with excellent interpersonal skills and the ability to communicate effectively with a variety of audiences. In addition, you must be able to work positively and collaboratively and plan work efficiently and effectively. You will be required to manage your own workload which will include dealing with applications, providing commercial services , responding to day-to-day technical licensing enquiries and preparing and presenting reports to Committees. You will deal with a variety of licence types such as alcohol and entertainment, taxi and private hire, gambling, street trading and pavement licensing.

What You’Ll Need To Succeed:

  • 5 x GCSEs at Grade 5 or above (or equivalent) including English and Maths.  
  • Able to work effectively as part of a team.
  • Ability to use Microsoft Office applications and any other reasonable use of IT.
  • Basic understanding of service planning and performance management. 
  • Outline understanding of legislation, technical, financial and key policy issues underpinning licensing.
  • Outline understanding of how to identify/obtain evidence needed and determine various applications.
  • Effectively manage and prioritise workloads, in pressured situations, despite interruptions and obstacles. 
  • Able to process a significant volume of work with speed and a high degree of accuracy.
  • Experience of contributing to work with other teams or departments.
  • Relevant work experience in a public sector environment.
  • Excellent communication and presentation skills.
  • Preparing and drafting reports, legal documents and other relevant papers or presentations.

Working Pattern:

This a permanent role for 37 hours a week working Monday - Friday 09.00 - 17.00. The Council's Flexi Time Scheme applies to this role. This is a hybrid role, you will be expected to work from the office part of the week to undertake appointments with our customers.
