Technical Program Manager, TikTok Global Live

TikTok Live PMO team utilizes project management as core competence, improve organizational synergy and delivery efficiency, boost business growth. The team
manages horizontal key programs/projects, partners with technical lines as well as builds and improves tools & processes for organizational operations, establish the baseline for R&D efficiency measurement and drive improvements.

This role will be supporting TikTok LIVE team. The mission of TikTok LIVE is to inspire interactive creation. Committed to creating real-time interactive scenes with people as the core, serving TikTok and other ByteDance Internationalization products. LIVE, as a new form of content, creates value for all parties in the TikTok ecosystem. LIVE provides users with a unique consumption experience, further generalizing TikTok content; it offers authors a more direct scenario for follower interaction and relationship deepening, and is also a new form of employment; it provides the platform with healthy and objective revenue, enhances content exclusivity, and serves as the "new infrastructure" for the expansion of the TikTok ecosystem boundary.

We are seeking an experienced Senior Technical Program Manager to drive large-scale, cross-functional projects within our R&D organization. You will be responsible for the end-to-end lifecycle of critical initiatives, from strategy to delivery, ensuring we achieve our key business objectives on time. The ideal candidate is a proactive PMO who excels in complex environments and is passionate about optimizing processes and fostering collaboration.

Responsibilities:
- End-to-End Project Management: Own the complete lifecycle of large-scale projects and programs. You will be accountable for delivering defined business outcomes on schedule, using data-driven methods to measure project success and team efficiency.
- Strategic Implementation: Lead the planning, execution, and delivery of organization-wide technical initiatives. This involves managing complex project portfolios that span multiple teams.
- Cross-Functional Collaboration: Act as a central hub to understand diverse team needs, propose effective solutions, and drive implementation. You will break down silos, facilitate collaboration, and manage key processes within and across teams.
- Project Management Excellence: Provide expert project management support for the department's most critical projects. Leverage your technical understanding and professional skills to ensure high-quality, on-time deliveries.
- Process Innovation & Enablement: Develop and socialize project management best practices, methodologies, and a shared knowledge base. You will contribute to team training and work to streamline workflows, with a focus on automating and productizing repeatable processes.
