Job Duties
The University Controller’s Office is seeking applications for the position of Manager of Grants and Contracts.
This position will administer post award activities and carry out financial analyses and compliance oversight in support of University sponsored research.
Maintains continual contact with Departmental Managers and Principal Investigators (PI’s) to advise on project related issues.
Ensures compliance with federal and sponsor regulations and terms of award.
Oversees compliance with all University, State and Federal policies and guidelines for sponsored projects.
Reviews and approves all budget entries into the University accounting system and approves all personnel action forms for budget availability
Ensures the application of allowable indirect costs; Monitors and manages sponsored project expenditures and fiscal activities to include preparing financial analyses and reports.
Assist with federal, state, and private grant billings.
Audits grant expenditures against program awards to identify discrepancies and activities not in accordance with the approved award or out of compliance with University and/or State policies, and regulations or laws.
Works with PI’s to correct discrepancies to avoid audit or compliance findings.
Maintains familiarity with University, state and/or federal policies and procedures.
Works with PI’s on grant close-outs and/or ensures that no cost extensions are requested timely.
Establishes and maintains grant files and updates appropriate University data bases.
Supervise (1) Financial Analyst.
Minimum Qualifications
Considerable knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2CFR200). Ability to interpret and apply these regulations to grant and contract compliance and operations.
Demonstrated ability to analyze, interpret, and apply other complex fiscal policies and procedures, i.e., GASB, AICPA, CAPP, and NACUBO statements and directives.
Considerable knowledge of General Accepted Accounting Principles (GAAP) and the Catalog of Federal Domestic Assistance (CFDA) now called Assistance Listing Number (ALN).
Working knowledge of GAAP related to application in a college or university accounting and reporting environment.
Demonstrated ability to prepare financial statements, footnotes, and other financial reports.
Working knowledge of automated accounting systems, preferably Banner and Cardinal.
Proficient in using PC applications, i.e., Word, Excel, and Access.
Demonstrated ability to work independently and to communicate effectively, verbally and in writing.
Demonstrated strategic thinking ability and excellent analytical, problem-solving, and organizational skills.
Ability to establish work schedules and goals to accomplish the objectives of the tasks.
Additional Considerations
Graduation from a college or university with major studies in accounting; or equivalent combination of training and experience indicating possession of the aforementioned knowledge and abilities preferred.
Master’s degree, a CPA/CGFM certificate, and experience in higher education are preferred.
