Description

  • The Program Manager is responsible for the overall leadership, integration, and delivery of contractor support to the U.S. Border Patrol’s Checkpoint Modernization Program Office (CPMO).
  • This role ensures all contract activities—from acquisition planning through portfolio oversight—are executed on time, within scope and budget, and in strict compliance with DHS and CBP standards.

Key Responsibilities

Program Leadership & Oversight

  • Serve as the single point of contact with CBP’s Contracting Officer (CO), Contracting Officer’s Representative (COR), and CPMO leadership for all contract-related matters. 
  • Lead and coordinate the contractor team across multiple functional areas (acquisition planning, market research, documentation development, data/business analysis, and technical writing). 
  • Manage the integrated project schedule, budget, staffing plan, risk register, and performance metrics. 

Acquisition & Portfolio Integration

  • Oversee preparation of acquisition documentation (SOWs, PWSs, SOOs, J&As, IGCEs, evaluation criteria) and ensure compliance with FAR, HSAM, and CBP procurement guidance
  • Ensure seamless integration of checkpoint modernization projects with agency standards, technology strategies, and enterprise designs
  • Support market research and industry engagement, providing executive-level insights and recommendations. 

Communication & Stakeholder Engagement

  • Lead regular status meetings and executive briefings for DHS/CBP leadership and congressional stakeholders. 
  • Prepare and deliver high-quality reports, presentations, and risk assessments to inform decision-making. 
  • Serve as the primary liaison among CBP, contractors, and external partners to resolve issues quickly and effectively. 

Compliance & Quality Assurance

  • Monitor contract performance, including deliverables, invoicing, and adherence to CBP/DHS policies. 
  • Ensure compliance with records management, telework policies, cybersecurity requirements, and any organizational conflict-of-interest (OCI) safeguards. 
  • Implement corrective action plans and continuous improvement initiatives to maintain best-in-class performance.

Requirements

  • Education: Bachelor’s degree (Master’s preferred) in Program/Project Management, Business Administration, Public Policy, or related field. 
  • Experience: 
  • Skills & Knowledge: 
  • Certifications: Project Management Professional (PMP) or equivalent strongly preferred. 
  • Clearance/Eligibility: Ability to obtain and maintain DHS suitability and a CBP Public Trust clearance. 
  • 10+ years of program/project management in federal acquisition or large-scale modernization efforts. 
  • Proven record of managing complex, multi-stakeholder programs within DHS or comparable federal agencies. 
  • Expert understanding of federal acquisition regulations (FAR), HSAM, and DHS/CBP procurement processes
  • Strong leadership, team management, and interpersonal communication skills. 
  • Proficiency in project management tools (MS Project, SharePoint, or equivalent).
