Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract (as of October 2025, subject to availability of funds from donor) will be given with possibility of extension. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The ILO Country Office for Ukraine is implementing its Transitional Cooperation Strategy for Ukraine focusing on three pillars: i) Investing in People, ii) Creating quality employment and sustainable enterprises and iii) Improving labour market governance and social dialogue.
Within the third pillar of its Strategy, the Office implements several projects, including those focusing on compliance with fundamental principles and rights at work throughout the reform process in Ukraine as well as those focusing on the promotion of inclusive and sustainable reconstruction in Ukraine through social dialogue. These projects helped the Government and the social partners in Ukraine to take important steps to reform labour law and strengthen its labour market institutions, with stronger reference to the international labour standards.
The new Project “Promoting Inclusive Labour Market Governance Reform in Support of Ukraine’s Reconstruction and EU Accession” scales up and consolidates these results by a) enabling the tripartite constituents to make informed decisions concerning labour law and other labour market reforms in line with international labour standards and relevant EU Aquis through inclusive reform processes, and 2) improving their capacity to subsequently applying the newly adopted laws and policies. The initiative is funded by the European Union.
National Project Officer as part of the team implementing the project in Ukraine will ensure successful implementation and delivery of the project outcomes. The position will be based in Kyiv, Ukraine, in the newly established ILO Country Office for Ukraine.
Reporting Lines
The position reports to the Project Manager (PM). The position will receive guidance and technical advice from the PM and relevant specialists in the DWT/CO-Budapest and relevant technical Departments
Description Of Duties (Part 1)
- 1. Develop and maintain strong links with ILO CO-Kyiv team, ILO specialists within the ILO Decent Work Team in Budapest, and other colleagues in HQ, on specific technical areas requiring comprehensive and collaborative interventions. Provide support to the PM on the day-to-day implementation and administration of the project activities, in conformity with project objectives and coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia (Geneva), the relevant HQ Departments, project partners, international and national experts, and ILO constituents. Assist PM in ensuring that project operations comply with ILO rules and regulations, as well as donor requirements.
- 2. Work closely with project partners to design and revise annual work plans, as well as preparation of budget proposals, applying different approaches and alternative methods to management, problem identification and resolution, particularly in activities supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
- 3. Monitor progress of the Project by reviewing, verifying and analyze work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
- 4. Identify problems, propose solutions and action and follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
- 5. Lead the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Prepare budget revisions. Identify problems and propose solutions and actions.
- 6. Provide programming and administrative support to cooperation activities in the implementation of the ILO Transitional Cooperation Strategy 2024-25 for Ukraine, support project development by contributing proposals and drafting sections of project documents. Contribute to the development and implementation of the new ILO Decent Work Country Programme for Ukraine to start in 2026 as well as to the implementation of the UNSDCF for Ukraine 2025-2029.
- 7. Lead the preparation and delivery of conferences, seminars, workshops, training sessions, and consultative meetings. Represent the project in various fora, under the guidance of the PM and ILO CO-Kyiv Director. Prepare short debriefing notes upon these gatherings and propose follow-up action. Undertake missions to project sites independently or accompanying others.
- 8. Ensure high-level communications to increase project’s visibility at the national and international levels, liaising with the National Communication Officer in the ILO CO-Kyiv to coordinate project visibility materials and provide timely inputs to the Office’s communication planning tools. Under the guidance of PM maintain relations with donor`s communication team to ensure compliance with visibility requirements and provide regular updates on project progress, key achievements, success stories and communication products.
- 9. In close cooperation with the National Monitoring and Evaluation Officer in the ILO Country Office for Ukraine, lead the monitoring and evaluation of the Project’s progress, including the development of Monitoring and Evaluation tools in compliance with ILO and donor rules and support to project evaluations. Under the guidance of the Project Manager, ensure systematic reporting on all project components in line with the project document and work plan by preparing required technical, ad hoc and periodic progress reports, briefs, background notes, statistical data, and inputs to ILO and donor reporting requirements (e.g. Programme Implementation Report, OBW, UN Info).
- 10. Establish and develop knowledge management system covering technical activities under the project, including other economic and social issues of relevance to the project
Description Of Duties (Part 2)
Required Qualifications
Education
First level university degree in economics, public policies, development studies or a relevant field.
Experience
At least three years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Prior engagements with UN and ILO projects would be desirable.
Technical requirements: Technical expertise in employment and labour market policies, public employment services, skills and TVET, industrial relations, social dialogue, and labour law would be an advantage. Knowledge of the policy making process in Ukraine is desired.
Languages
Excellent knowledge of Ukrainian and English, both oral and written.
Competencies
- Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Ukraine.
- Knowledge of the office’s financial rules and regulations.
- Good knowledge of the context and challenges for the project areas of expertise.
- Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
- Good ability to interpret project information and to identify and analyse problems with implementation
- Ability to communicate effectively both orally and in writing. Ability to clarify information
- Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
- Ability to work independently, quickly, precisely, and take initiative and responsibility.
- Ability to work under pressure and to meet the deadline.
- Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications.
- Ability to deal with people with tact and diplomacy.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
