We are seeking a highly skilled Program Manager to lead and oversee complex, interconnected projects within a dynamic federal environment. In this role, you will drive strategic initiatives, ensure alignment with the U.S. Digital Service Playbook, and manage cross-functional teams to deliver high-impact digital solutions. You will play a pivotal role in ensuring efficient project execution, risk mitigation, and stakeholder engagement to enhance customer experience and service delivery. 

This position is ideal for someone who thrives in Agile environments, excels at building relationships with government stakeholders, and is passionate about delivering modern digital services. 

What You Will Do:

Program Leadership & Delivery 

  • Lead daily operations for assigned program areas across multiple Agile teams. 
  • Translate strategic goals into actionable delivery plans and ensure alignment across teams. 
  • Oversee project timelines, budgets, deliverables, and compliance with contract requirements. 
  • Proactively identify risks, manage dependencies, and implement mitigation strategies. 
  • Track program health metrics including staffing, burn rate, and performance against goals. 

Team Development & Support 

  • Coach and support team leads, Scrum Masters, and technical staff; foster a collaborative, high-performance culture. 
  • Collaborate with recruiters and leadership to forecast staffing needs, interview candidates, and onboard new hires. 
  • Address performance or behavioral concerns in collaboration with leadership. 
  • Support cross-training to maintain continuity and prevent knowledge gaps. 

Stakeholder Engagement & Reporting 

  • Serve as primary liaison with government stakeholders, vendors, and leadership. 
  • Communicate program status, risks, and issues clearly and proactively. 
  • Prepare and deliver reports, presentations, and program summaries for internal and external audiences, including senior government officials. 
  • Ensure alignment with modern digital service practices and the U.S. Digital Service Playbook. 

Cross-Functional Collaboration

  • Partner with technical leads, capability leads, and PMO staff to align tools, standards, and delivery approaches. 
  • Support Agile teams in defining scope, sprint priorities, and delivery objectives. 
  • Promote best practices across Scrum, Kanban, and blended Agile models. 
  • Contribute to continuous improvement efforts and evolving internal program frameworks. 

What You Will Bring:

  • Must be able to obtain and maintain a Public Trust Clearance. 
  • 5+ years of experience in program or project management leading large-scale federal contracts, with at least 2+ years on federal programs. 
  • Proven experience leading Agile software delivery, DevOps, or data-focused teams. 
  • PMP or Agile certifications (Scrum Master, Product Owner, SAFe).
  • Strong communication and relationship-building skills, with experience presenting to senior government officials. 
  • Knowledge of federal budget and procurement processes. 
  • Experience supporting cross-functional teams with matrixed reporting structures. 
  • Proactive, self-motivated, and results-driven, with strong facilitation and conflict-resolution skills. 
  • Technical background (software engineering, DevOps, systems, or data) is a plus!

Compensation And Benefits:

Pluribus Digital offers a competitive salary that is determined at the time of offer.  The range for this role ranges from $125,000 to $165,000 depending on experience.
