What This Job Involves

To Provide Comprehensive Engineering Management With A Focus On Continuous Improvement For Whole Agilent Chengdu Site M&E System Liability And Stability. To Guide, Support And Train On Site Facility Management Team To Ensure Correct Reaction To All Engineering Problems; Liaise With Ap Engineering Resource To Ensure Timely Communication And Deployment Of Ap Policies And Procedures.

The Role Provides Coordinating Thought And Leadership To Encourage Maximum Contributions Of All Participants In The Project And Focuses These To Produce A Maximum Value Result.

Facility Operations

• Review Preventive and Planned Maintenance programme with account manager to ensure a proper plan is in place.
• Implement, comply with and audit all M&E systems, for quality assurance
• Provide multiple facility engineering related technical supports to various partners, including design, consulting, installation and acceptance, system testing and commissioning, and troubleshooting;
• Participate or lead to develop facility engineering related engineering technical chapters;
• Provide good technical & project as-built documentation;
• Be responsible for daily facility operations and maintenance, including lab, office and utility plant;
• Support the facility operation & maintenance team, suppliers and contractors;
• Improve facility system reliability and efficiency;
• Resolve facility related EHS issues;

Ehs Management

• EHS management, to follow client and JLL EHS requirements, promote the development of related work
• Ensure compliance to local environmental requirements, rectification of deficiencies in the system
• Epidemic prevention and control work, the implementation of government policies, with property and JLL team, to coordinate outbreak related works of client
• Assist local environmental manager to implement ISO 14001 Environmental Management System (EMS) and ISO45001 Occupational Health Management System in site. which includes
• Maintain EMS documentation system
• Report EMS implementation progress to management and regional team
• Collect and submit EMS data in timely fashion, ensuring the accuracy and completeness of data
• Coordinate with local environmental service providers and certification bodies
• Work with communication team to develop communication materials
• Assist regional environmental management team to execute global strategy for compliance
• Work as a team with other regional In-House Environmental Management assistants to drive regional initiatives, and development of regional environmental program
• Assist in renewable energy procurement, ensuring fulfilment of global standards 
• Assist to monitor local renewable energy portfolio and associated contracts
• Coordinate with suppliers on environmental initiatives for local operations

• Ehs Risk Management

• EHS related contract and supplier management.
• Hazardous waste management supports.
• Emergency response management supports.
• First Aid related supports.
• EHS related training implementation and supports.
• FM work and project EHS related review and management.

Project Management/Support:

• Review and approve M&E part of all project proposals
• Participate in project execution, involved in M&E part of any bidding process
• Ensure all project info is well documented for engineering review purpose.

Staff M&E Training:

• Lead and organize all engineering related trainings to all on site staff
• Ensure all on site staff has valid license / certificates.

Reporting:

• Ensure that the team delivers meaningful inputs across the country in the development of Engineering management reports.
• Administer the OneView website and ensure that all reports and other relevant data is regularly updated.

Desired Experience And Technical Skills

• College degree, preferably in electrical and mechanical engineering
• 5 years facilities management experience or M & E construction management
• Management experience with strong interpersonal, decision-making and people skills
