Organizational Setting and Reporting Relationship

The position of Senior Investment Specialist (Syndications – Debt Capital Markets) is assigned to the Guarantees and Syndications Unit in the Office of the Director General (OPSD-GSU) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Advisor, PSOD and Head, OPSD-GSU, and will oversee junior team members.

Your Role

As a Senior Investment Specialist (Syndications – Debt Capital Markets), you will lead ADB's efforts in structuring and syndicating bond transactions for non-sovereign operations. You will be the primary contact for all syndicated bond deals, including private placements, widely syndicated transactions, and public issuances.

You will also provide advice on the structuring and issuance of green, social, sustainability, sustainability-linked bonds, including new solutions as the market evolves. Your work also involves supporting the pitching efforts with clients, supporting the structuring work on frameworks and execution of transactions, partnering with second party opinion providers (SPO), investors and lawyers.

Additionally, you will support origination activity, developing pitchbooks, creating market updates, conducting investor analysis and execution through the deal life cycle. You will be involved on improvement of ADB's internal product infrastructure to process bond opportunities.

You Will:

A. Project Management

  • Originate and lead bond syndication opportunities across sectors including infrastructure, social, agriculture, and financial services.
  • Manage internal transaction processing including mandate letters, credit reviews, legal documentation, and mobilization booking.
  • Advise project teams on structuring of thematic bonds.
  • Conduct market soundings and advise on deal structure, pricing, and syndication strategy.
  • Engage with DCM desks across Asia to develop bond opportunities.
  • Provide internal guidance on pricing, structuring, and advisory on ESG aspects of the bond transaction, including coordinating SPOs.

B. Business Development

  • Support origination activities, develop pitchbook and market updates.
  • Monitor global and regional bond markets, with a focus on thematic and ESG-linked issuances, providing leadership on ESG coordination .
  • Share market intelligence with ADB teams.
  • Develop relationships with key stakeholders including commercial banks, DFIs, and institutional investors.

C. Knowledge Management

  • Represent ADB in internal and external forums related to bond syndications.
  • Lead internal discussions on the bond pipeline across sectors.
  • Promote ADB's bond syndication capabilities at conferences and industry events.
  • Recommend policy and procedural enhancements related to bond investments.
  • Contribute to internal knowledge-sharing initiatives including seminars, workshops, and publications.
  • Improve ADB's internal infrastructure to process and book bond investments.
 

Qualifications

 

You Will Need:

  • Master's degree in Finance, Business, or a related field; or University degree with at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of experience in Debt Capital Markets, preferably at a commercial bank, with a focus on thematic and ESG-related bond issuances.
  • In depth knowledge of ESG advisory for bonds.
  • Work level experience in the sustainability space such as SPOs, ESG ratings, sustainable finance regulations, impact reporting, and other sustainability themed transactions to bring value to the team.
  • Track record in originating, structuring, and syndicating bond transactions in emerging markets.
  • International development experience across multiple countries.
  • Excellent communication skills in English.

Additional Information

This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
