Organizational Setting and Reporting Relationship
The position of Principal Integrity Specialist is assigned to the Internal Investigations Team (IIT) within the Office of Anticorruption and Integrity (OAI)'s Investigations Division (AIID). You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, Investigations Division, OAI.
Your Role
As a Principal Integrity Specialist, you will implement and oversee the activities of OAI concerning Internal Investigations, including the following:
- As Team Lead of the IIT, manage the function responsible for investigating allegations of staff misconduct.
- Independently and rigorously investigate integrity violations and staff misconduct, including bullying, harassment, sexual harassment, and abuse of power, ensuring confidentiality, due process, and a victim-centered approach.
- Recommend improvements to internal investigation policies and manuals, and give feedback on ADB rules and guidelines related to staff conduct and disciplinary procedures.
- Be a focal point for Sexual Exploitation, Abuse, and Harassment (SEAH) investigations, support ADB's SEAH programs, and build institutional expertise in this area.
- Collaborate with internal ethics offices and workplace conduct forums, prepare investigation reports, and provide updates to ADB management, regional departments, and other stakeholders.
- Advise on integrity concerns in recruitment, collaborate with ADB's Budget, Personnel, and Management Systems Department (BPMSD) on appeals and disciplinary matters, and participate in forums to raise awareness on staff misconduct and integrity issues.
You Will:
a. Advice, Policymaking, and Organizational Development
- Provide strategic inputs to Director and Head, OAI on OAI's overall planning and direction, including inputs on OAl's Key Result Areas, with innovative recommendations to align OAI's work to support ADB's goals and development strategies concerning Internal investigations.
- Collaborate with ADB's Office of Professional Ethics and Conduct (OPEC) to provide aligned guidance to ADB management and staff to ensure that staff rules and regulations and practices prevent the occurrence of misconduct.
- Oversee the effectiveness of existing policies, procedures, controls and systems for preventing misconduct and identify gaps and strengths, and recommend modifications and improvements to existing policies, manuals and other relevant documents for Internal investigations
- Contribute to the development of relevant ADB rules, administrative orders, guidelines, policy papers and other relevant documents concerning staff conduct.
- Monitor complaints and investigations that concern alleged staff misconduct.
- Conduct and manage internal investigations, including by establishing priorities, providing guidance on appropriate and legitimate investigative activities.
- Ensure internal investigations give due regard to whistleblower and witness protection and prevention of retaliation, under ADB's Administrative Order (AO) 2.10: Whistleblower and Witness Protection.
- Ensure internal investigation activities give due regard to confidentiality, due process rights, and the victim-centered approach.
- Consider interim measures during investigation, following AO 2.04: Disciplinary Procedures and Measures.
- Identify organizational deficiencies that contribute to staff misconduct and otherwise take the opportunity to share observations that lead to enhanced rules, guidance and procedures.
B. Capacity Development
- Collaborate with the relevant Departments, Offices and Divisions to help develop and implement tools for preventing and mitigating the occurrence of misconduct (e.g. communications strategies and training programs).
C. Awareness Raising
- Support OAl's awareness-raising projects and present ADB's anticorruption policies at internal and internal forums; and provide training, as relevant, to promote the skills of staff, and internal stakeholders, as relevant, in different aspects of preventing and address misconduct
- Collaborate in multilateral efforts to promote the harmonized agenda on anticorruption and integrity development activities.
D. Staff Supervision
- Land and oversee the internal investigation function, ensuring efficient and effective outcomes through the strategic allocation of resource and prioritization of cases based on factors such as staff seniority, seriousness of allegations, and potential reputational risk;
- Provide guidance and monitor the progress of staff cases assigned to respective investigators conducting internal investigations;
- Implement and ensure strict compliance by staff and consultants with OAl's guidelines and procedures for Internal investigations based on the investigations manual;
- Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance;
- Help recruit staff and consultants for Internal investigations; and
- Any other task on the conduct of Internal investigations and related activities.
E. Other
- Provide strategic input and advice to the Director, AIID and Head of OAI on the implementation and management of ADB's investigation functions.
- Review, or help review, complaints assessment recommendations to determine whether a complaint should be closed or converted for investigation by the internal or external investigation teams.
- Contribute to the recruitment of OAI staff and consultants, and to staff orientation, induction, and training programs.
- Deliver training sessions, seminars, and presentations on behalf of OAI to both internal and external audiences.
- Any other task assigned by Director, AIID or Head, OAI.
Qualifications
You Will Need:
- Master's degree in Business Administration, Law, Project Management, Finance, or related fields. Alternatively, a university degree in related field combined with at least 5 years experience directly relevant to the role can be considered.
- At least 12 years of relevant professional experience, including investigative work in misconduct, sexual exploitation, abuse and harassment (SEAH), fraud, corruption, and other integrity-related violations in conducting investigations, including international experience working in several countries.
- Proficient in investigative, analytical, and writing skills.
- Familiarity with administrative investigative principles, including due process, transparency, accountability and reasonableness.
- Uphold exemplary ethical practices with ability to maintain confidentiality and impartiality.
- Effective collaborator across cultures, excel in balancing numerous priorities within tight schedules.
- Excel in a self-directed work environment and efficient in a team.
- Demonstrated experience overseeing the work of others in a leadership or coordination role, such as project or team lead responsibilities.
- Written and verbal proficiency in English and local language (as applicable)

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
