Job Description

The Railroad Commission of Texas regulates the use of alternative fuels. These alternative fuels are liquefied petroleum gas (LP-gas, propane), compressed natural gas (CNG) and liquefied natural gas (LNG). The Alternative Fuels Safety Department (AFS) within the Oversight and Safety Division is seeking a Program Management Specialist to oversee and assist in the projects and programs within the Commission’s alternative fuels department. Job duties involve assisting with analysis of department rules; project coordination for platform development; providing consultative services and programmatic assistance to management; documentation of policies and processes; and assisting with legal enforcement actions. Work is performed under the general supervision of the AFS Department Director with considerable latitude for the use of initiative and independent judgment.

Essential Job Duties

  • Serve as the lead Product Owner of the Alternative Fuels Salesforce platform.
  • Assists project managers with the development of OSD platforms.
  • Provides administrative and technical assistance related to licensing and compliance teams for the public, agency staff, and government and elected officials; answers questions and explains regulations; and provides information regarding license/compliance processing, policies, and procedures.
  • Manages collection of data for AFS performance measures.
  • Reply to compliance inquires, by the public and the regulated community, verbally and in writing.
  • Assists with training of team members in relation to OSD salesforce platforms.
  • Analyzes performance data to ensure compliance with program policies and procedures.
  • Completes web-based data collection, query, and analysis.
  • Represents the agency at outreach events, conferences, board meetings, committees, etc.
  • Maintains high attention to detail while working on multiple reports and inquiries.
  • Travel including overnight and/or weekends may be required for training purposes and to present educational materials to a regulated industry.
  • Performs related work as assigned.

Qualifications

 

Minimum Qualifications

•    Graduation from an accredited four-year college or university·
•    8 years of experience in direct program management.
•    8 years of experience providing administrative assistance to program staff, governmental agencies, or the general public.
•    2 years of experience supporting the development of a Salesforce or CRM database
•    Experience and education may be substituted for one another.

Preferred Qualifications

•    Experience in oil, gas, or alternative fuels regulatory functions. 
•    Knowledge of the Railroad Commission's Alternative Fuels rules, policies, and procedures.
•    Knowledge working in the LPG/CNG/LNG industry.
•    Five years’ experience implementing technical and administrative procedures, rules, regulations, policies, and enforcement guidelines.

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan.  Alternate work schedules may be discussed with the hiring manager during the interview process.
