Transportation Engineer I-V - Waco - (2502683) Position Information 

The TxDOT Waco District is looking for a Transportation Engineer to help us manage our rapidly growing project portfolio. Waco's Structures and Project Delivery Section oversees the planning and design of both bridge and roadway projects. Upcoming projects range from urban complete streets to new freeways and relief routes. The ideal candidate will possess a solid background in geometric design of roadways and have a good understanding of traffic engineering principles.

As a project manager, you will negotiate with providers and Professional Engineering Procurement Services (PEPS) staff to obtain engineering services for the Waco District, then oversee those firms in the production of bridge and roadway projects. The PM is the last line of defense to ensure quality, constructability, and timeliness of deliverables. When not managing consultants, you will work alongside senior TP&D staff to produce in-house feasibility studies, schematics, plans, specifications and estimates.

Position Description

 

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:Transportation Engineer I:

  • Assists with design, computer operations and plan preparation
  • Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultanttraffic control/traffic management/intelligent transportation systems (ITS) plans and projects
  • Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project'simpact on adjacent properties
  •  Develops and/or reviews engineering related documents, correspondence, reports and remediation plans
  • Makes presentations and represents TxDOT
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplementalagreements
  • Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates andcontracts
  • Performs planning work such as plan review, calculations and assisting in transportation planning studies
  • Reviews literature, technical data, material specifications and procedures
  • Reviews, processes and certifies project design plans developed by consulting engineers
  • Performs other job responsibilities as assigned

Transportation Engineer II (in addition to above):

  • Assists in developing and/or monitoring budgets
  • Negotiates fees, explains scope of work and monitors consultant design contracts
  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates andcontracts
  • Performs complex planning work such as plan review, calculations and assisting in transportation planning studies
  • Trains engineering staff

Transportation Engineer III (in addition to above):

  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications,estimates and contracts
  • Performs advanced and complex planning work such as plan review, calculations and transportation planning studies
  • Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing forcomplex transportation projects

Transportation Engineer IV (in addition to above):

  • Chairs or serves as a member of a contract selection team
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant'scompliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work

Transportation Engineer V (in addition to above):

  • Develops and supports implementation activities for new methods, procedures, and technologies
  • Analyzes and assists in the resolution of contract problems and disputes
  • May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates tothe supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operationscoverage

Licenses and Certifications for TE I-V:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
