Job Overview

The Transportation Safety Engineer will be responsible for the systemic safety planning and program development and implementation for the County Roads. This includes roads, intersections, lighting, speed management, safe routes to school, safe routes to transit, pedestrians, bikes, crash data analysis, program development, and design plan reviews. Budgets may be developed from multiple funding sources and applying for grant funding. Close coordination and representation will be required with management, other agencies, committees, staff and consultants. Performs licensed professional engineering work as the team lead at the supervisory level involving the planning, program development, project scoping, plans review, consultant management, and personnel management.

Duties And Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Oversees the safety performance of transportation infrastructure for vehicles, pedestrians, and bikers including development of programs based on risk factors, data analysis, countermeasures, project rankings, funding, standards, processes, procedures, coordination, and public involvement. 
  • Oversees the development and selection systemic safety project selection tools and policies and procedures.
  • Integrate safety decision-making and components in all transportation projects and programs.
  • Foster inter-agency and intra-agency coordination and cooperation.
  • Trains and assess staff and consultants performance and products for safety of roads, intersections, motorcycles, bicycles, and pedestrians.
  • Lead safety audits of the components of the transportation infrastructure. 
  • Signs and seals engineering documents. 
  • Recommends staffing requirements and budgets. 
  • Supervises the work of professional and technical subordinate staff by assigning and reviewing work, providing training and counseling, and managing performance. 
  • Seek and prepare applications for Federal and State Transportation Funds.
  • Serves as safety expert advisor to engineers and others in design, construction, and operational problems.
  • Performs other related duties as required.

Job Specifications

  • Knowledge of the principles and practices of traffic and road engineering.
  • Knowledge of fundamental concepts of human behavior and road safety.
  • Knowledge of measuring safety and developing solutions to road safety problems.
  • Knowledge of site-level and system-level safety management.
  • Knowledge of using geographic information system (GIS) for analysis and communications.
  • Knowledge of leading and managing processes to establish goals, objectives, strategies, and preliminary action plans to address emphasis areas.
  • Knowledge of government processes and people and budget management.
  • Ability to prepare technical reports and to develop and make professional presentations and briefings. 
  • Ability to review, sign and seal the subordinate staff works consistent with State Requirements.
  • Knowledge of federal, state and local laws, regulations and ordinances, and standards involved in traffic and road engineering. 
  • Ability to lead road and intersection safety audits and prepare action plans from audits
  • Ability to manage, train, schedule, assign, monitor, review, and evaluate assigned staff. 
  • Ability to comprehend and apply engineering, scientific and technical principles and methods to plan, formulate and carry out programs and policies. 
  • Ability to effectively communicate with considerable interpersonal and managerial skills.
  • Ability to lead successfully inter-agency and intra-agency working groups.

Physical Requirements.

  • Sitting, bending, walking, placing 20 pound safety cones and lifting other equipment of at least 30 pounds, operation of motor vehicle, good vision, hearing, situation awareness, use of computers, good oral skills.
  • Office environment, out-of-office meetings with the public and agencies, and field work to perform safety audits and to handle customer service cases. Field work and meetings may occur during dark times and inclement weather.

Work Category

  • Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Minimum Qualifications Required

  • Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471; AND

(An applicant who holds a valid license to practice engineering in another state or territory of the United States, must meet current requirements to be licensed in the state of Florida as a professional engineer, and obtain the license within 6 months of employment.)

  • Six years of post-registration experience as a Professional Engineer in the applicable discipline.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

Career Progression

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
