The Virginia Department of General Services (DGS) is seeking for a highly motivated, self-directed IT professional to provide automation support to DGS divisions and business units, and technical expertise to development projects. As a central administrative agency, DGS provides a variety of specialized services to government agencies, businesses and citizens, ensuring the effective operations of state government functions.
As a Technical Architect on the DGS Information Security Systems team, this position plays a pivotal role in designing, implementing, and maintaining complex IT systems that support the agency’s mission. This position focuses on developing scalable, secure, and efficient solutions, ensuring alignment with business and regulatory requirements. Primary responsibilities will include, but not limited to:
• Designing and implementing scalable, secure IT system architectures based on business requirements.
• Developing and maintaining web-based applications using .NET technologies.
• Integrating systems with APIs, microservices, and data exchange tools to ensure interoperability.
• Leading architectural documentation, including technical specifications and design diagrams and security plans.
• Providing mentorship and oversight to the development team, including code reviews and standards enforcement.
• Supporting CI/CD pipelines and managing application release processes using tools like Azure DevOps.
• Coordinating with stakeholders, project managers, QA/BA teams, and infrastructure groups to ensure alignment of technical solutions.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of successful probationary review and an approved telework agreement.
Minimum Qualifications
- Proficiency in designing and implementing enterprise-level IT systems.
- Expertise in C#, .NET Core, ASP.NET MVC, Entity Framework, and RESTful Web APIs.
- Strong proficiency in PL/SQL, SQL Server relational database design, and query optimization.
- Hands-on experience with Angular, JavaScript, HTML, CSS, Bootstrap, and JQuery
- Experience with cloud platforms (Azure, AWS, or GCP) and microservices/serverless architecture.
- Experience in mentoring teams, writing technical documentation, and communicating effectively with technical and non-technical stakeholders.
- Experience in compliance with security protocols and participating in vulnerability resolution.
- Experience in Agile/Scrum development environments and the full Software Development Lifecycle (SDLC).
- Proficiency in Azure DevOps or comparable version control and CI/CD tools.
Additional Considerations
- Experience with Microsoft Power Platform (Power BI, Power Automate, etc.).
- Familiarity with Rhapsody/Orion Message Broker and HL7 messaging standards.
- Experience developing cloud-native applications
