The Türkiye Country Office recently undergone a comprehensive Country Programme Management Plan (CPMP) process in preparation for the 2026–2030 programme cycle. As part of this transition, the office has completed a functional review and skills mapping exercise, resulting in a significant restructuring of its staffing and operational model.
One of the key outcomes of this process is the need to launch a large-scale recruitment campaign to fill at least 37 new positions across various programme and operational areas. These roles are critical to ensure the office is equipped to deliver on its new strategic priorities.
Given the urgency and volume of recruitment required, the office seeks temporary technical support through this consultancy. This approach allows Türkiye Country Office to manage the recruitment surge efficiently without expanding the number of HR staff positions, ensuring cost-effectiveness and operational agility during the transition period.
How can you make a difference?
The purpose of this assignment is to provide comprehensive support to the Türkiye Country Office’s recruitment function by managing the full cycle of recruitment for a high volume of positions. The consultant will be responsible for ensuring timely, efficient, and compliant execution of all recruitment steps—from planning and advertisement to candidate assessment and selection reporting.

Minimum Requirements:
- Master’s degree in a relevant field.
- Minimum of 10 years of professional experience in human resources.
- At least 2 years of experience recruiting in large-scale recruitment campaigns.
- Fluency in written and spoken English
- Advanced knowledge of UNICEF recruitment procedures and talent management systems is highly preferred.

Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested.
