Job Overview

The Project Safety Manager is responsible for directing and managing construction safety strategy, governance, and performance on brownfield/greenfield project sites.  The role provides leadership and oversight to site EHS leads and project teams, ensuring all construction, retrofit, and expansion projects are executed in compliance with TE Connectivity standards & OSHA, ISO 45001, ISO 14001, & RBA Code of Conduct and local regulatory frameworks. The position plays a critical role in strengthening organizational construction safety maturity, risk prevention, and contractor management on high-risk projects.

  • Develop, implement, and oversee the construction EHS strategy, aligned with corporate construction EHS goals.
  • Establish governance frameworks to standardize EHS management in projects site.
  • Provide direction to country/site EHS leads, ensuring consistency in implementation, reporting, and compliance.
  • Ensure 100% compliance with country-specific construction safety regulations:
    • Malaysia: Occupational Safety and Health Act 514 amended 2022, requirements. CDM – Construction Design & Management elements as integral part of above-mentioned OSHA & Environmental Quality Act A1712 amended 2024.
  • Drive compliance with TE Connectivity, OSHA, ISO, RBA, sustainability principles, embedding these into construction practices.
  • Ensure timely alignment with audit and regulatory inspections.

3. Project Oversight

  • Oversee pre-construction risk assessments and design reviews to eliminate/reduce risk early.
  • Provide oversight of EHS management plans, permit-to-work systems, and contractor onboarding protocols.
  • Monitor and evaluate high-risk construction activities (e.g., WAH, confined space, lifting, hot work, heavy equipment).
  • Lead EHS reviews for green projects, expansions, and critical retrofit activities.
  • Lead EHS audits and inspections, ensuring effective corrective and preventive actions.
  • Set and track EHS KPIs (TRIR, near hits, audit closure rates, training compliance, contractor safety scorecards).
  • Benchmark against global best-in-class practices and introduce continuous improvement programs.
  • Lead and mentor EHS construction personnel (General & Subcontractor site safety staffs)
  • Develop training frameworks for contractors and internal teams, ensuring compliance with TE Connectivity Requirements.
  • Champion leadership engagement through Gemba walks, campaigns, and visible safety leadership.
  • Provide oversight for serious incident investigations, root cause analysis, and corporate-level reporting.
  • Ensure emergency preparedness and crisis management are embedded in the project.
  • Partner with regional crisis teams to align business continuity and emergency response plans.
  • Act as the EHS interface with operations, engineering, procurement, and project management leadership.
  • Engage with contractors, regulators, and industry associations, strengthening TE’s reputation in safety leadership.

8. Regional Integration

  • Drive cross-site knowledge sharing, lessons learned, and best practice deployment.
  • Collaborate with regional EHS leaders on enterprise-wide strategies and risk frameworks.

What Your Background Should Look Like

  • Bachelor’s degree in occupational safety, Environmental Science, Engineering, or related field.
  • Professional certifications: NEBOSH Diploma, CSP, CMIOSH, or equivalent senior-level EHS certification- also preferred
  • Minimum 10 years EHS experience, in construction safety leadership.
  • Strong knowledge of international standards (OSHA, ISO 45001/14001, RBA) and local construction laws (Thailand).
  • Demonstrated ability to lead EHS teams, manage high-risk projects, and influence senior leadership.
  • Excellent communication, negotiation, and cross-cultural collaboration skills.
  • Fluent in English; proficiency in Mandarin, Tagalog is an advantage.
