As the Owner's Project Manager, take full responsibility for large chemical projects from conceptual design through mechanical completion, commissioning, and start-up, ensure project meets all objectives regarding safety, quality, budget, and schedule. Representing the company's interests, he/she will efficiently manage internal and external resources, including design institutes, contractors, suppliers, and internal stakeholders, ensure the project achieve business objectives.

Overall Project Leadership (35%)

  • Full Project lifecycle management, Lead the entire project process from feasibility study, basic design, detailed design, procurement, construction, pre-commissioning, commissioning, start-up, performance testing, till project close-out.
  • Act as the project key contact point, maintaining effective communication with internal functions (Procurement, Operations, Technology, Quality, EHS, Finance, etc.), external resources (design institutes, contractors, government authorities, and third-parties) to ensure clear communication and aligned project objectives.
  • Lead a project team comprising internal specialists and external consultants, define roles clearly, motivate team members, and foster a collaborative and high-performance work environment.
  • Identify and assess project technical, management, and financial risks; develop and execute effective mitigation strategies.
  • Support engineering department director for AP regional projects' planning, gate review, projects control and reporting.

Project EHS, Quality, Cost and Schedule Management (35%)

  • EHS Leadership: Establish and maintain a "Zero-tolerance" safety policy. Ensure all project activities strictly adhere to company EHS standards and local Chinese regulations, aiming for zero incidents.
  • Quality Control: Supervise project quality management system to ensure all aspects of design, procurement, and construction meet technical specifications, industry standards, and company quality target requirements.
  • Budget & Cost Control: Be responsible for the development, monitoring, and control of the overall project scope and budget. Accurately forecast cost trends, manage project scope and change orders, and ensure project costs are controlled within approved budget.
  • Schedule Management: Develop and maintain the project's overall milestones and execution plan. Track project progress, identify critical paths, mitigate schedule risks, and ensure timely project delivery.

Procurement Support (10%)

  • Lead the development of project procurement strategies.
  • Support procurement to set-up project contracts.
  • Support procurement for contract &change negotiation, execution, and dispute resolution.

Commissioning & Start-up Support (10%)

  • Organize mechanical completion acceptance, handover and support operation for commissioning and Start-up.
  • Organize government final inspection and acceptance.

Plant Support (10%)

   -  Support plant for small/minor project execution if necessary.  

Education:

- Bachelor's degree or higher in Chemical Engineering, Mechanical Engineering, or equivalent.

Experience:

  • 8+ years of project management experience in the chemical, petrochemical projects.
  • Owner's Project Manager successfully delivering a single project with an investment value exceeding RMB 200 Million, from start to finish (greenfield or brownfield expansion).

Knowledge:

  • Project management knowledge
  • Familiar with MS Project
  • Good verbal and written communication skills in English

Licensure & Certifications:

- PMP or IPMP certification is preferred
