Summary
Under general supervision of the Budget Director, the Capital Improvement Program (CIP) Division Director position is responsible for accounting, budgeting, forecasting, analyzing, debt modeling, and reporting to ensure that capital projects are adequately funded to align with City of Temple’s strategic goals. The CIP Division Director is responsible for the supervision of an Accountant III (CIP) and an Accountant I (CIP).
Essential Duties and Responsibilities
• Plans and develops budgets for the Capital Improvement Program and routine operating capital
• Leads the CIP team through the annual budget process, optimizes project prioritization to minimize tax rate impact and stabilize debt amortization
• Develops and implements policies for tracking the financial aspects of the CIP Prepares and updates detailed and summary reports of the CIP by funding source, operating department, and business line using various software applications
• Conducts in-depth financial analysis to support decision-making, assess financial risks and opportunities and provide strategic recommendations
• Coordinates the issuance and closing of bonds for the CIP, including project identification, cost estimates, financial analysis, and engagement with financial advisors and legal counsel
• Prepares necessary council agenda items and presentation materials
• Administers and oversees capital expenditure reclassifications, including budget transfers and journal entries
• Reviews job cost accounting for City construction contracts to ensure proper fund allocation and monitoring of project accounts
• Meets with departments to develop and analyze capital budget requests, conducting necessary research and interviews
• Assists City staff in resolving capital budget issues, ensuring alignment with overall budget processes
• Works closely with the Budget & Reporting Manager to integrate capital budgets into the overall budget process
• Assists in preparing quarterly financial reports and the Annual Comprehensive Financial Report
• Supports internal and external audit processes by providing necessary documentation for capital project transactions
• Establishes and maintains credibility by delivering timely and accurate journals, analysis, and reports
• Ensures compliance with legal requirements and financial transparency standards
• Complies with City policies and procedures, including work schedule and attendance policies
• Develops and implements processes to increase efficiency, and set goals for the division
• Provides leadership through collaboration with internal and external teams to foster professional relationships and provide training
• Follows City financial policies, procedures, and safety guidelines
• Performs other duties as assigned
Minimum Qualifications
• Combination of education and experience equivalent to a Bachelor’s degree in Accounting or Finance or similar
• Four (4) years of experience in capital program management
• Three (3) years in experience in a supervisory role
• Proficient in Microsoft Office Suite
Preferred Qualifications
• Seven (7) years of experience in accounting or capital program management
• Budgeting experience in public or governmental environment
Certifications, Licenses, Registrations
• Certified Public Account (CPA) OR Certified Government Finance Officer (CGFO) certification (preferred)
