GENERAL DESCRIPTION: Perform advanced (senior-level) professional administrative and policy analysis work. Position is responsible for actively managing the contractual needs of the Crime Laboratory Division. Work involves evaluating systems, procedures, and operations to assist management in operating more efficiently and effectively. May plan, assign, and/or supervise the work of others. Work is performed under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties / Responsibilities:
- 1. Review, plan, coordinate and evaluate Division processes and management practices pertaining to Division contract/project management and procurements.
- 2. Develop new and/or modify existing policies/procedures to assist Division in operating more efficiently and effectively.
- 3. Serve as a point of contact / liaison for CLD management to internal and external stakeholders regarding contracts, procurements, and portfolio management. Develop and generate regular and ad-hoc contract-related reports; track all contracts. Develop/maintain filing system.
- 4. Serve as Contract Monitor for all Division contracts. Work directly with Procurement and Contract Services (P&CS) to ensure Division is in compliance with contract terms and policies and recommends corrective action. Draft, review and submit to P&CS various monitoring reports.
- 5. Evaluate expenditure data against contract terms to execute renewals, change orders, extensions as appropriate. Responsible for invoice verification and processing. Resolves audit exceptions by defining causes of errors and recommending appropriate action.
- 6. Manage and/or develop PPP-1 for P&CS. Describe services to be rendered, evaluate information supplied by P&CS, and develop scope of work (SOW) statements prior to submission to P&CS. May be responsible for requisition entry. Develop/review CLD MOU/IAC/DSA/ISAs.
- 7. May analyze legislation and interpret and/or develop policies, rules, or regulations. Prepare technical, administrative, and statistical reports that interpret data, identify alternatives, and support recommendations.
- 8. Coordinate and facilitate procurement- and contract-related meetings such as needs assessments, kick-off meetings, post-award conferences, team briefings. Identifies training needs and conducts training.
- 9. May be responsible to develop, maintain, and audit tracking of all contract background checks and CJIS / Cyber compliance. Report compliance issues and mentor vendor to resolution.
- 10. Assist members of Business Operations Unit’s Purchasing Team with requisitions on an as-needed basis.
Qualifications
General Qualifications And Requirements:
Education – High School Diploma or equivalent. Graduation from an accredited four-year college or university with a major in Business Administration is preferred.
Experience - Minimum three (3) years related experience in contract management, monitoring, and training; professional administration; management; organizational development; or state procurement. Experience with Texas procurement regulations is preferred.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification - Certification as a Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) is preferred. If driving is required, must possess a valid driver license from state of residence.
Regulatory knowledge - Working knowledge of or the ability to rapidly assimilate information related to TXDPS policies and procedures, and State or Federal regulations, legislation, guidelines. Knowledge of contracting regulations, policies and procedures, and community resources.
Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance and productivity standards, and fiscal/budget management obtained through documented prior Supervisory/Managerial/Lead roles as applicable to the classification level. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Technology - Proficiency with Microsoft Office, SharePoint and CAPPS and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
Interpersonal – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Telecommuting up to 5 days per week. Note: Employee must provide own internet service. Occasional in- person meetings required.
