Background:

The UN Women Philippines Programme Presence Office is implementing its Country Programme Priorities for 2024 – 2025, aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028 and UN Women Strategic Plan. The vision is to achieve gender equality and the empowerment of all women and girls and the full enjoyment of their human rights in the Philippines, aligned to the aspirations of the Philippine Development Plan. To accomplish this, UN Women works with stakeholders and actors to implement targeted programmes that support women, peace and security, women’s economic empowerment, ending violence against women, and humanitarian action, disaster risk reduction (DRR), and climate change issues through enhancing women’s leadership and participation across the humanitarian, development and peace contexts. On humanitarian action and DRR, UN Women sits as co-chair of the Gender in Humanitarian Action – Community of Practice (GiHA-COP), and thus the scope of work of the GiHA and DRR Coordination Consultant revolves around advancing gender in humanitarian action in the Philippines through coordination and programmatic synergies with UN agencies and humanitarian partners for greater impact in the lives of women and girls.

Reporting to the Country Programme Coordinator, the GiHA and DRR Consultant is expected to engage proactively with humanitarian partners and women civil society organizations, other UN agencies and ROAP Humanitarian Action and DRR team. The role contributes to the effective coordination of gender issues within the humanitarian and DRR work in the country. She/he works in close coordination with the GiHA Working Group co-chairs, and other relevant gender, DRR and humanitarian working groups, clusters, other agencies and NGOs, and UN Women programme and operations team to ensure successful gender mainstreaming.

Description of Responsibilities/ Scope of Work

Under the guidance and direct supervision of the Country Programme Coordinator, the GIHA & DRR Coordination Consultant will be responsible for the following:

  • Lead the implementation of UN Women’s humanitarian and DRR programmatic actions, including by coordinating/providing substantive technical support to proposal or concept note development, providing technical inputs to the annual workplan and budget, contributing to the monitoring and evaluation of GiHA programmes and coordination activities, and preparing relevant reports, among others.
  • Support the coordination of the GiHA-COP and Working Group (WG) and with the Regional Office, including by supporting the secretariat function, planning, monitoring and reporting of workplans, organizing meetings and activities, and providing updates and briefs on country development and situational analysis, among others.
  • Strengthen partnerships with stakeholders, humanitarian/DRR partners and other UN agencies, including by building and maintaining alliances and strategic partnerships and providing capacity building support to the Humanitarian Country Team, Inter-Cluster Coordination Group and clusters, sub-clusters and technical working groups.
  • Provide technical contributions to the development of knowledge products on GiHA, including by identifying and documenting good practices and lessons learned, supporting research and analytical reports and background papers, managing the compilation and storage of knowledge products and materials, and managing the GIHA Webpage, official correspondence and documentation.
  • Provide technical support on gender-responsive DRR, as outline in the Sendai Gender Action Plan to the government of the Philippines, particularly to its relevant agencies on DRR, including by identifying and facilitating strategic partnerships on gender-responsive DRR with government stakeholders such as the Office of Civil Defense and Philippine Commission on Women, and providing support to government partners and stakeholders on development of technical guidance notes, training and capacity development programmes and M&E frameworks on gender-responsive DRR.
  • Provide technical assistance to UN coordination work on related thematic areas, e.g., PSEA, to support coherence and alignment, including by drafting reports and briefers and attending thematic inter-agency meetings.
  • Any other requests within their functional profile, as guided by the supervisor.

Monthly progress reports are to be submitted, describing work completed and listing any deliverables finalized during that month (deliverables as outlined above: e.g., guidance, presentations, tools, reports and any other concrete outputs).

Payments will be made upon approval of the progress reports by the Country Programme Coordinator.

Expected Output - Target Date of Completion (Every 15th day of the month starting 15 November 2025 to 17 April 2026)

Monthly status report provided. This report can include updates on the progress in any of the following areas of work:

Consultant’s Workplace and Official Travel

UN Women will provide the consultant with inputs and guidance in line with the areas of work and objectives of the organization. This is a home-based consultancy, with reporting to UN Women Philippines office at least once a week and as needed. The consultant may access the UN Women Philippines office for printing of relevant documents or when required to work on-site at any point during the assignment. 

As part of this assignment, there may be at least one mission related to the scope of work. Any travel linked to the expected output will be arranged by UN Women following UN Women travel policy.

Required Qualifications

Education And Certification:

  • Master’s degree or equivalent in in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of humanitarian, DRR and/or development projects
  • Experience working on gender issues and women’s human rights is necessary
  • Experience in establishing inter-relationships among international organization and national governments;
  • Experience coordinating and liaising with humanitarian and DRR partners is an asset
  • Experience in administrative systems and UN system norms is an asset
  • Experience in working independently with minimal supervision

Languages:

  • Fluency in English and Filipino is required
  • Knowledge of any other UN official language is an asset
