Job Description
Under direction, the Compliance Specialist performs responsible supervisory and detail-oriented work in the engineering analysis of the parking structures, management of the parking structure compliance program, the examination of plans for the construction, alteration or repair of buildings under the jurisdiction of the Department of Buildings and will perform work related to the following responsibilities:
- Manage the compliance program for Parking Structures that fall under the jurisdiction of Administrative Code 28-323 and RCNY 103-13, which requires owners to hire qualified professionals to inspect parking structures and file condition assessment reports with the Department.
- Examine and review plans, design and specifications for the construction, alteration or repair of buildings under the jurisdiction of the Department of Buildings to note compliance with and violation of Construction Code provisions and other pertinent codes and regulations regarding structures, facades, materials, applications, and methods of construction, etc.
- Review Periodic Inspection of Parking Structures (PIPS) compliance reports and other parking structures related filings in DOB NOW Safety.
- Manage and supervise plan examiners.
- Assign, coordinate, and manage workload of technical staff.
- Prepare a list of objections in accordance with Construction Code, Zoning Resolution and other rules, regulations or legislation as they apply to the legality of proposed building construction, alteration or repair, including all Energy code requirements.
- Meet with owners, Architects or Engineer of Record, Qualified Parking Structure Inspectors (QPSls), and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.
- Prepare reports and recommendations on the approval of applications and the issuance of permits for building construction.
- Engage in research, investigations, studies and examinations related to the construction, alterations or demolition of structures subject to the provisions of the Construction Code.
- Required to perform fieldwork to make on-site determination of structural stability and safety.
- Perform audits of engineering drawings with regard to parking structures of low and high-rise new/existing buildings.
- Perform audits/background investigation of QPSls relevant experience.
- Interview prospective QPSls in order to determine if their background meets the qualification requirements of RCNY 101-07.
- Maintaining the current list of QPSI and ensuring all necessary updates are implemented.
- Enforcement actions against QPSls that have been found to be falsifying Parking Structure compliance reports.
- Coordinate the processing of all reports with the administrative team.
- Act as a technical resource on parking structure related issues for the public and the Department Technical and lnspectorial Staff.
- On occasion, represent the Department as expert and fact witness on technical and policy related matters in various legal roceedings, court proceedings, depositions, and ECB court.
- Provide interpretations of the NYC Construction Codes and other applicable laws, rules. regulations including historic codes.
- Assist the Office of Technical Affairs and Code Development in the NYC Construction Code revisions related to structural and foundation provisions.
- Prepare reports for the Director of Facades/Local Law, Chief Compliance Officer, Executive Engineer and Assistant Commissioner to assist in enforcement actions.
- Issue violations and commissioner orders to owners and QPSls.
- Attend work hours and off hours training seminars.
- Maintain service level and backlog as set by the Director.
- Assist with data analysis and determine trends as it relates to existing buildings.
- Support Existing Buildings Compliance cross training, incident support, special assignments, and project management.
- Provide monthly reports on incoming, rejected and approved parking structure reports.
- Develop and manage oracle dashboard for Parking Structure
- Coordinate with DOB IT team to ensure DOB NOW Safety Parking Structures is operating per the Code and Rule requirements. Develop and maintain DOB NOW Safety Parking
- Structures deficiencies list in order to ensure all necessary corrections are completed as necessary.
- Respond to emergencies/incidents as needed: 24/7. Occasionally, assignments may require
- Emergency Response or similar, out of state and may necessitate more than one day on site.
- Generate SOPs for Parking Structure Unit including but not limited to plan exam, administration and inspections
- Create workflows for the management of the incoming workload, inspections and enforcement actions
- Coordinate with inspection teams, within the unit and with other units and divisions, and review inspection reports and recommend necessary enforcement actions
- Prepare incident/special reports for Existing Buildings Compliance executive staff to assist in enforcement actions.
- Additional duties and projects as needed.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
CIVIL SERVICE STATUS:
Only those permanent as Civil Engineer, applicants who are reachable on the Civil Engineer open competitive list, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

Qualifications
(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
