Koniag Emerging Technologies, LLC (KET), a Koniag Government Services company, is seeking an experienced Budget Formulation SME Analyst with an active Secret Clearance to support KET and our government customer in Alexandria, VA.

The SME will advise the Government on technical and functional aspects of the Budget Formulation (BF) Tool (Oracle Enterprise Performance Management, EPM) to optimize how the agency uses the BF Tool. Prior experience in the use, deployment, or sustainment of the EPM Budget Formulation Tool is highly preferred. The SME will leverage advanced data management tools and strategies to ensure integration, reporting, and decision-making capabilities are optimized across the agency’s financial systems.
Experience with Department of Defense (DoD) budget formulation is required. Candidates must demonstrate knowledge of DoD financial processes, policies, and reporting requirements as they relate to budget formulation.
Proficiency in Microsoft Excel is required. Excel will be used extensively for database output reconciliations and as a data conversion tool for interfacing between EPM and Core Financials out of DAI. Candidates must be able to apply advanced Excel functions, including but not limited to:
• Pivot tables and advanced lookup formulas (VLOOKUP, INDEX/MATCH, XLOOKUP).
• Power Query and Power Pivot for data transformation and integration.
• Macros and VBA scripting for automation of reconciliations and reporting.
• Database connectivity (e.g., importing and reconciling outputs from Oracle or other financial systems).
Proficiency with Oracle platforms, database applications, and DAI and its associated OBIEE reporting tools is highly preferred, as these are critical to ensuring data accuracy, analysis, and transparency across the budget lifecycle. Experience working directly with the DAI PMO is also highly preferred, particularly in communicating issues, coordinating escalations, and resolving items that require PMO involvement or governance.
Essential Functions, Responsibilities & Duties:
• Apply advanced data management strategies and tools (Excel, Oracle database functions, OBIEE, and other analytics platforms) to support data integrity, reporting, and budget analysis across systems.
• Provide expertise in the integration of EPM with DAI Financials (EBS) and OBIEE to ensure accurate reporting and actionable insights for stakeholders.
• Communicate and coordinate with the DAI PMO regarding escalated issues, planned enhancements, and governance requirements; track and manage items until resolution.
• Maintain these services throughout the contract’s period of performance.
• Design, edit, maintain, and follow the established Integrated Master Schedule (IMS) that reflects all tasks required to complete this effort, including both Contractor and Government tasks.
• Maintain configuration documentation.
• Ensure Quality control plans are upkept.
• Develop and recommend process improvements that will enable the agency to operate the Budget Formulation Tool (EPM) effectively and efficiently.
• Provide input for process improvement transactional and functional in nature, to include creating or updating standard operating procedures.
• Track trends to look for common issues and areas for training opportunities to improve both functionality and transactional success.
• Develop training materials as required for agency users, including EPM user-focused content.
• Provide sustainment support with respect to the agency’s Enterprise operation and fielding of DAI. This includes providing expertise with DAI Budget Formulation (EPM) module, technical assistance, system readiness, and training for EPM.
• Develop, maintain, and lead DAI Budget Formulation (EPM) training sessions to agency end users.
• Assist with development and status updates of Agency approved Budget Formulation plans and milestones.
• Document issues received via phone, email, and in-person in a ticket tracking system, analyze, and resolve issues as needed and following the standard escalation process provided in the agency DAI Help Desk SOP to ensure issues that require escalation to the DAI PMO (DLA) help desk follows the standardized process and format.
• Assist with user account and responsibility management with regards to the DAI Budget Formulation Module (EPM).
• Attend or teleconference to DAI Budget Formulation (EPM) and Oracle Analytics Server (OAS) meetings as scheduled by the agency and DAI PMO.
• Participate in testing as it relates to the DAI Budget Formulation module, including budget formulation processes within EPM.
• Perform agency DAI Budget Formulation (EPM) data management to ensure integration and data integrity between DAI Financials (EBS) and DAI Budget Formulation (EPM), and perform root cause analysis on related issues.
• Develop System Integration Testing (SIT) and User Acceptance Testing (UAT) plans to support budget formulation, with emphasis on EPM budget formulation processes.
• Provide the agency a Monthly Activity Report to provide details of any problems reported for the Government.
Work Experience, Knowledge, Skills & Abilities:
• Experience with Department of Defense (DoD) budget formulation is required. Candidates must demonstrate knowledge of DoD financial processes, policies, and reporting requirements as they relate to budget formulation.

• Experience with Department of Defense (DoD) budget formulation.
• Proficiency in Microsoft Excel, including advanced skills with pivot tables, lookup formulas (VLOOKUP, INDEX/MATCH, XLOOKUP), Power Query/Power Pivot, macros/VBA scripting, and database connectivity.
• 6 months of experience utilizing DAI (Defense Agencies Initiative) for budget formulation.
• Bachelor’s degree from an accredited university is required.
Highly Preferred Qualifications
• Experience with Hyperion and/or EPM (Oracle Enterprise Performance Management), including introduction, deployment, or sustainment of the Budget Formulation Tool.
• Experience with Oracle database applications, DAI Financials (EBS), and OBIEE reporting tools.
• Experience working with the DAI PMO, including communicating escalated issues, coordinating governance updates, and resolving items requiring PMO action.
• A Bachelor’s degree in Finance or a Business-related field.
