Attorney General Andrea Joy Campbell is looking for a highly motivated person to join her team as an analyst in the Energy & Ratepayer Advocacy (ERA) Division of the Energy & Environment Bureau.
Pursuant to G.L. c. 12, § 11E, ERA advocates on behalf of the customers of Massachusetts’ electric, gas, and water companies. ERA’s mission includes holding utilities accountable for providing just and reasonable rates; advocating for a smart, cost-effective and equitable clean energy transition; and protecting consumers from predatory energy companies.

Primary Duties: The Energy Analyst position is a non-attorney position with a critical role in supporting the work of the Division. The Energy Analyst will have the opportunity to: represent the Office of the Attorney General on committees, working groups, and councils on both the regional and state levels; collaborate with other stakeholders; contribute to the development of cutting-edge policy initiatives; attend cases in administrative and judicial settings; make oral and written presentations at meetings; work independently and creatively to solve problems; work with outside subject-matter experts/consultants; and participate in larger, officewide activities and committees. Duties and responsibilities also include:

·         Economic/Financial Analysis: Provide economic and financial analysis regarding the electric and gas sectors, on both the state and regional levels, to assist in developing and defending legal and policy positions of the Attorney General's Office.

·         Policy Advice: Research and advise the Division on the effect of energy, environmental, and ratemaking policies on Massachusetts consumers; lead special projects to support the Division's policy positions.

·         Litigation and Advocacy: Assist attorneys in the litigation of electric and gas company cases and related matters before administrative bodies and courts; proactively flag issues that should be addressed; draft written questions and cross-examination based on the economic and financial analyses performed; assist in the preparation of motions and briefs, including the development and drafting of arguments on technical issues; coordinate work with outside consultants and experts. Depending on experience and expertise, the Energy Analyst may have the opportunity to testify as an expert witness before the Department of Public Utilities and/or the Federal Energy Regulatory Commission.

Position Type:  Full-Time/Exempt. 

Our current hybrid model includes some remote workdays for most positions. On in-office days, employees are required to report to one of our designated office locations, either in Boston or at a regional office.

Salary: $112,116 - $133,542, commensurate with experience

Qualifications

 

Position Requirements:

  • Bachelor’s degree in economics, accounting, business or public administration or equivalent related experience on issues related to regulated industries, rates, or the energy-sector.
  • Experience in utility or energy regulation and knowledge of Massachusetts utility or energy regulatory policies and precedent, required.
  • Excellent analytical and organizational skills.
  • Exceptional interpersonal skills with the ability to work independently and in teams.
  • Effective written and verbal communication skills.
  • Proficiency with Microsoft Office programs including Excel, PowerPoint, and Word.
