Step into a pivotal leadership role at the heart of Birmingham City Council’s Payroll and Pensions Services. We’re seeking a dynamic and experienced professional to oversee the technical and operational delivery of payroll and pensions, ensuring accuracy, timeliness, and compliance across all functions. You’ll be the driving force behind our Oracle-based systems, managing everything from gross-to-net calculations and BACS processing to payslips, financial reporting, and statutory submissions. This is your chance to make a real impact in a high-profile, fast-paced environment that touches the lives of thousands of employees.

As the operational lead, you’ll manage relationships with key internal and external stakeholders including DTS, V1, HR Operations, and HMRC. You’ll ensure seamless service delivery and compliance with statutory regulations and Council financial procedures. Your leadership will guide a team of Process Control Officers, championing change management, data reporting, and continuous service improvement. You’ll also play a key role in service redesign initiatives, helping shape more efficient ways of working across the Council.

We’re looking for someone with a proven track record in managing large-scale payroll and pensions operations within complex organisations. You’ll bring deep knowledge of relevant legislation, advanced numerical and analytical skills, and the ability to interpret and communicate complex financial data. Your strategic mindset will be matched by your ability to lead teams, manage performance, and build strong collaborative relationships across departments and agencies.

This is more than a management role—it’s an opportunity to influence policy, contribute to corporate initiatives, and represent Payroll and Pensions Services at senior decision-making forums. If you thrive in high-pressure environments, embrace change with a “can do” attitude, and are ready to lead with purpose and precision, we want to hear from you.
