JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The Sponsored Program Analyst oversees the post-award process that involves analysis of expenses to determine cost allowability under the guidelines of the sponsoring agency and performs highly complex financial reporting and provides accurate and timely invoices to sponsored agencies. This position monitors and adjusts complex budgets, calculates indirect costs, and performs revisions, transfers and closeouts. The position uses accounting and statistical procedures to monitor expenditures and revenue, analyze and justify deviations, and evaluate fiscal aspects of projects; monitor compliance with cost accounting standards; resolve restricted deficit and credit balances; and monitor the effort certification reporting system. The position interfaces with internal and external sponsors, grants management officers, department chairs, investigators, and staff on all aspects of post-award administrations.
Duties And Responsibilities:
- Interprets grant/contract agreements to determine restrictions related to spending, prior approval requirements, applicable cost principles and cost-sharing requirements.
- Monitors budgets, reviews expenditures and maintains accurate records, databases, and other documents to support accounting transactions.
- Monitors expenditures for reasonableness and cost-allowability in accordance with Uniform Guidance, University Fiscal Policy and Procedures, and guidelines of various sponsored agencies.
- Reconciles account expenditure/revenue activities and resolves unallowable charges.
- Prepares and submits invoices/financial reports and performs account closeout in accordance with the terms and conditions of the grant or contract agreement.
- Resolves budgeting discrepancies, processes accounting transactions to clear deficit/credit balance, and processes final budgetary transactions necessary for account closure.
- Reviews cost transfer explanation forms, pre-award/carryover requests, and budget reallocation forms.
- Monitors accounts receivable and performs the necessary follow-up with sponsoring agencies.
- Reviews terms and conditions of executed amendments/modifications and adjust accounts accordingly.
- Monitors time and effort reporting in compliance with applicable regulations and the Effort Certification Reporting System.
- Serves as liaison between campus staff and sponsored agencies.
- Performs other duties as assigned.
Minimum Requirements:
EDUCATION: Bachelor’s Degree in Accounting, Finance, or business-related field. (TRANSCRIPT REQUIRED)
EXPERIENCE: Two (2) years of grant accounting experience and/or accounting experience performing budgetary and financial analysis; OR a combination of education and work experience to equal six (6) years. (Experience in management of sponsored activities is preferred.)
Knowledge, Skills, And Abilities:
- Knowledge of general accounting principles.
- Strong analytical and problem-solving skills are required.
- Excellent oral and written communication skills.
- Familiarity with basic computer systems, computer spreadsheets, and the ability to utilize various software efficiently.
- Must have excellent organizational skills and attention to detail.
- Ability to handle multiple projects simultaneously and meet established deadlines.
- Ability to provide accurate financial information for sponsored projects.
