Reports to: Chief Financial Officer (*In the absence of a CFO, the Director of Finance will report to the CEO)

The Director of Finance manages and oversees the daily financial operations of the organization to ensure accuracy, compliance, and alignment with the agency’s mission. Reporting to the Chief Financial Officer (CFO), this role is responsible for managing accounting functions, budget preparation, financial reporting, audits, and compliance with regulatory standards. The Director of Finance ensures the integrity of financial data, establishes and monitors internal controls, supervises finance staff, and supports managers with timely financial analysis to guide decision-making. Working closely with the CFO, this role contributes to long-term financial planning, operational excellence, and the fiscal health of the organization while fostering a collaborative and values-driven culture within the finance department.

Essential Duties and Job Responsibilities include the following:

  • Manage the organization’s day-to-day accounting and financial reporting functions in accordance with GAAP and organizational policies.
  • Oversee the preparation of monthly, quarterly, and annual financial statements and reports for internal and external stakeholders.
  • Prepare financial dashboards, forecasts, and ad hoc reports to support decision-making by the CFO, executive leadership, and the Board of Directors.
  • Ensure timely and accurate grant and contract reporting, and collaborate with program teams on budget monitoring.
  • Lead the annual budget development process in collaboration with department heads, ensuring alignment with organizational goals and grant requirements.
  • Monitor departmental and organizational budget performance, identify variances, and make recommendations for corrective actions to the CFO and leadership team.
  • Provide financial guidance to department directors and budget owners; support budget review meetings and monthly budget vs. actual reporting.
  • Maintain and strengthen internal controls to ensure integrity of financial transactions and reporting.
  • Support the CFO in developing and enforcing financial policies, procedures, and procurement practices.
  • Ensure timely billing, collections, and reconciliation of receivables related to grants, donations, and reimbursable services.
  • Serve as a liaison for external audits and support the CFO in preparing audit schedules, financial statements, and documentation.
  • Assist with the completion of the organization's annual audit and preparation of the IRS Form 990 and other regulatory filings.
  • Collaborate with the Development and Philanthropy team to reconcile donations and pledges with financial reports.
  • Provide operational and analytical support to the CFO in areas including cash flow forecasting, capital planning, and financial modeling.
  • Assist the CFO in evaluating financial risks, investment strategies, and long-term financial planning.
  • Track key financial metrics organization-wide.
  • Ensure compliance with federal, state, and local financial regulations and regular reporting of business documents.
  • Participate in board and committee meetings, providing financial insights and recommendations to support the organization's strategic plan.
  • Interface with and manage the relationship with all financial vendors, including banks, CPAs, insurance, and other financial providers as necessary.
  • Support the Audit Committee and CPA to ensure the timely issuance of the annual audit report with the goal of no audit findings. Ensure the Development Department receives audited financials and Form 990 for use in grant application and for public sharing.
  • Support the Board Treasurer, Board Finance Committee and CPA to ensure the timely and accurate filing of the annual information returns (Forms 990, 199, and RRF-1).
  • Support the Investment Committee and the Investment Advisor to develop strategies to meet the financial needs of the organization. Ensure accurate and timely reporting of organizations retirement plan filings.
  • Liaison with Board and ad hoc committees and support the committee chairperson to set agendas, provide supporting documents, complete minutes, and ensure staff implements any recommendations and changes, as requested by the CFO.
  • Manage and ensure comprehensive risk mitigation through securing and maintaining the organization's commercial insurance coverage to protect the company’s financial integrity.
  • Management of human resources functions for the finance department, including interviewing and selecting staff, training and coaching staff, scheduling staff, timesheet review and use of HRIS, monitoring staff performance, and conducting performance evaluations.
  • Support cross-training to ensure an adaptable workforce and eliminate any skill gaps in the finance department.
  • Works collaboratively with colleagues throughout the organization in order to model and support effective cross-departmental partnerships, trauma-informed practices, resiliency-building, and commitment to diversity and inclusion.
  • Oversee and manage special financial projects, including but not limited to capital campaigns, New Market Tax Credit (NMTC) initiatives and new billing opportunities.
  • Communicates regularly and provides written department and employee updates to the CFO and CEO about finance needs, project status, and ongoing projects for the organization.
  • Attend and support agency-wide fundraising events.
  • Lead and attend department and agency-wide meetings as required.
  • Complete other duties as assigned.

The Director of Finance is expected to customarily and regularly exercise discretion and independent judgment in carrying out job duties. The Director of Finance is also expected to perform solely exempt-type duties more than 50% of work time during the workweek.

Requirements

Required Education And Experience:

  • Bachelor’s degree in Accounting, Finance, or related field required
  • CPA licensure or Master’s degree in finance/accounting preferred
  • Minimum of 7 years of progressive experience in accounting or financial management with expert knowledge of GAAP
  • 3 years experience with grant compliance, fund accounting and non-profit accounting/financial reporting
  • Minimum 3 years of supervisory experience

Required Certificates, Licenses, Registrations and Tests:

  • Possession of a valid California driver's license and proof of liability insurance on personal auto.
  • Must be insurable at all times at standard rate by MMC insurance carrier.
  • Must successfully pass a drug, background and Tuberculosis test.

  • Experience in managing supervisors and staff and proven record of motivating team members to achieve high performance.
  • Knowledge of contract management and experience in organizational effectiveness and operations management implementing best practices, including legal, audit, compliance, budget, and resource development.

  • A solid grasp of data analysis and performance metrics.?
