Job Duties
Do you have experience managing an infection prevention program? The Virginia Department of Health is seeking an experienced individual to fill the Healthcare-Associated Infections and Antimicrobial Resistance Program Manager position. This position provides strategic leadership and oversight of the healthcare-associated infections (HAI) and Antimicrobial Resistance (AR) Program at the state level. The Program Manger provides leadership and direction to a group of highly skilled staff, ensuring accomplishment of program goals and objectives; applies expertise in HAI/AR to develop program and grant objectives and strategies; writes and/or reviews grant applications, budgets, and progress reports; mentors and manages program staff; communicates extensively with hospital infection preventionists and collaborates with multiple statewide agencies and organizations; coordinates and collaborates across programs, divisions, and offices within the Department; and ensures technical accuracy in training programs, use and interpretation of data, investigation methods and disease control recommendations. Oversees surveillance activities, surveys, assessments, and studies; evaluates program operations and modifies as necessary. This position serves as a member of the Division of Clinical Epidemiology Leadership Team.
The Division of Clinical Epidemiology in the Office of Epidemiology at the Virginia Department of Health works with partners and applies epidemiologic principles to infectious diseases affecting the citizens of the Commonwealth of Virginia in healthcare settings and the community, with the mission of improving patient-level outcomes and protecting the population. The Division serves as a resource for health districts and the medical community by providing consultation, training and guidance around four areas of focus: Healthcare-Associated Infections, Antimicrobial Resistance and Stewardship, Tuberculosis and Newcomer Health.
Manages the healthcare-associated infections (HAI), antibiotic resistance (AR) and infection control programs (including for emerging pathogens) at the state level. Applies expertise in HAI/infection control to develop program and grant objectives and strategies; write and/or review grant applications, budgets, and progress reports; manage program staff; communicate extensively with hospital infection preventionists and collaborate with multiple statewide organizations; and ensure technical accuracy in training programs, use and interpretation of data, investigation methods and disease control recommendations. Oversees surveys, assessments, and studies; evaluates program and modifies as necessary.
This is a restricted position, which is solely funded by the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) Cooperative Agreement for a one year period ending 7/31/2026. The availability of funding is scheduled for review annually and periodical-ly thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications
• Knowledge and experience in principles/practices that support assigned program
• Knowledge and experience in administrative and business practices, programmatic and operational controls, personnel management and budgetary controls
• Ability to apply knowledge and skills in program evaluation, analysis and strategic planning
• Skills and experience in leadership, interpersonal communications and public speaking, working with boards, committees, hospitals, local, federal and state agencies
• Knowledge and experience preparing and managing federal grants and budgets
• Comprehensive knowledge of the cause, transmission, treatment, and prevention of communicable diseases and other conditions of public health importance; methods of public health surveillance and case, cluster, and outbreak investigations; federal and state laws, regulations, and policies regarding the reporting and control of disease; biostatistics; computer data analysis; and data management techniques.
• Comprehensive experience in epidemiology, public health, or a related area to include experience in supervision or management.
Additional Considerations
• Health Care Administration experience preferred
• Progressively responsible administrative and managerial experience in a governmental/quasi-governmental organization or agency
• Experience working as an infection preventionist.
• Experience leading an infection prevention program.
• Public health experience.
• Progressively responsible administrative and managerial experience in a governmental organization or agency.
• Considerable experience and understanding of HAI/AR epidemiology and surveillance methodologies
