The State Payroll Operations unit at the Department of Accounts (DOA) is seeking a qualified individual for a Garnishment Processor position.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
This position has a hybrid work schedule with three days per week working in the office in downtown Richmond, VA.
Job Duties
Responsible for system set-up and payment distribution responsibilities associated with the administration of the garnishment, tax lien, child support, bankruptcy, and federal administrative withholding and processing function for all state agencies using Cardinal HCM for payroll processing; ensures that garnishment orders and other liens received from agencies are processed promptly and all deductions are administered according to regulations, state policy, and established deadlines; provides processing support to ensure court-ordered withholdings are taken as required; submits requests to Commonwealth Vendor Group (CVG) for new suppliers as needed; assists in preparation and timely return of garnishment checks each pay period to individual agencies; reviews statewide reports to correct errors and make necessary updates; documents and maintains accurate and thorough desk procedures; and ensures excellent customer service.
Minimum Qualifications
Experience working with garnishments; payroll processing; general accounting; and advanced accounting systems.
Considerable knowledge of generally accepted payroll and accounting principles and practices (in particular, handling of involuntary deductions); technicalities of financial management systems; and Microsoft Office applications (Word and Excel).
Strong oral and written communication; mathematical; customer service; accurate data entry; multitasking; teamwork; time management; and analytical skills. Ability to review the work of others and provide feedback; serve as a subject matter expert; independently review and apply established policies, procedures, standards, and regulations; work independently within existing guidelines and policies in a fast-paced environment; analyze a wide variety of data and determine appropriate handling; adapt to changes in policies, procedures, and priorities proficiently; work independently; handle multiple work assignments of varying complexity simultaneously and inform management of the status of work completion; develop desk procedures; manage details with few errors; interpret instructional materials and execute business processes accordingly; analyze problems of varied and considerable difficulty and determine appropriate resolutions; read and analyze reconciliation reports of varied and considerable difficulty; prepare certifications and reconciliations proficiently; interact with various levels of participating agencies’ management; and maintain a strong level of professionalism in all interactions.
Additional Considerations
- Experience working with Cardinal (Oracle PeopleSoft HCM); and other involuntary deductions preferred.
- Knowledge of federal and state governmental accounting; and state payroll systems preferred.
