Dark Wolf Solutions is seeking a highly skilled Facility Security Officer and Insider Threat Program Security Officer for a Navy Software Factory to oversee all aspects of security related to our Facility Clearance Level (FCL) with the Defense Counterintelligence Security Agency (DCSA) where classified storage is necessary. Implement and confirm completion of all annual security training requirements for our contract personnel. Work closely with the existing A-FSO and the rest of the contract team to field incoming and outgoing Visit Access Requests (VARs) and classified materials.In addition, we are looking for the FSO to perform on-site coordinator duties, by managing personnel, procurements, staffing, and budget. A successful candidate will manage personnel issues, report status updates to our Contracting Office Representative, procure items on behalf of the contract, and ensure that the contract deliverables are finished on-time and within the budget.This is an exciting opportunity on a high performing team for a driven individual looking to make a meaningful impact within a dynamic team environment. Tasks include but are not limited to:
- Overseeing and managing all aspects of security related to the Facility Clearance Level (FCL) with DCSA, including classified storage requirements.
- Implementing and ensuring completion of all annual security training requirements for contract personnel.
- Working closely with the existing A-FSO and the contract team to manage incoming and outgoing Visit Access Requests (VARs) and classified materials.
- Performing on-site coordinator duties, encompassing personnel management, procurements, staffing, and budget oversight.
- Managing personnel issues and providing status updates to the Contracting Officer Representative (COR).
- Procuring necessary items on behalf of the contract.
- Organizing, directing, and coordinating all aspects of software procurement projects, ensuring high-quality delivery within scope, on time, and within budget.
- Overseeing the planning, production, and execution of all activities associated with assigned delivery orders, maintaining accountability for project deliverables.
- Ensuring contract deliverables are finished on-time and within budget.
- Maintaining proficiency in license compliance and optimization, focusing on cost-effective and compliant acquisition strategies.
- Ensuring alignment with industry best practices, and positioning the team as a value-added procurement coordinator.
- Motivating cross-functional teams effectively, managing resources and tasks across both large-scale and complex initiatives.
Required Qualifications:
- Maintaining proficiency in license compliance and optimization, focusing on cost-effective and compliant acquisition strategies
- Ensuring alignment with industry best practices, and positioning our team as a value-added procurement coordinator
- Organizing, directing, and coordinating all aspects of software procurement projects, ensuring the delivery of high-quality products and services within scope, on time, and within budget
- Motivating cross-functional teams effectively, managing resources and tasks across both large-scale and complex initiatives
- Overseeing the planning, production, and execution of all activities associated with assigned delivery orders, maintaining accountability for project deliverables
- Demonstrated knowledge of the physical protection of classified information and materials, personnel, facility and installations
- Demonstrated ability to implement security policy and design, evaluate, and oversight on installation of protection systems and devices
- Demonstrated knowledge on maintaining authorization for classified spaces
- HS Diploma
- On-site presence 3 days a week within our primary opening hours of 9-5 to provide FSO, coordination, and procurement support
US Citizenship and active Secret Security Clearance
Desired Qualifications:
- 2+ years of experience providing FSO support (either as the FSO or as an alternate FSO) in accordance with the NISPOM
- Previous experience with the storage of classified material in a NISPOM governed room, Secure Work Area, or Open Storage Area
- Completion of all FSO training as required by DCSA for a possessing facility
- Completion of all ITPSO training as required by DCSA for an Insider Threat Program Senior Official
- Previous experience drafting annual security refresher documents and Insider Threat Program Security Plans
- Previous experience using DISS and NISS (or JPAS and e-FCL) in the performance of FSO type duties
- An understanding of how to pass clearances and the different methods that can be used to create and receive visit requests
- Previous experience overseeing the build-out of NISPOM governed rooms, Secure Work Areas or Open Storage Areas
- Bachelor’s degree in a related field required
This location is located in College Park, MD and requires 3 days a week on-site.
The estimated salary range for this position is $80,000.00 - $115,000.00, commensurate on experience and technical skillset.
