Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Services (ITS) is recruiting for one (1) IT Project Specialist, to function as an Senior Advisor to the Deputy Chief Information Officer, who will:
- Administer strategic technology-related operations and advising on digital initiatives that directly support DSS/HRA/DHS public assistance, housing, Medicaid, SNAP, and employment service programs.
- Support the Agency’s mission to promote self-sufficiency and equitable service delivery to New Yorkers in need by overseeing technology-driven projects that improve access to services, streamline case management, and enhance operational efficiency.
- Function as a key thought partner to the DCIO and plays a leadership role in planning, coordinating, and evaluating complex enterprise-wide technology programs, with a focus on digital service delivery, eligibility systems, and workforce engagement platforms.
- Ensure these initiatives conform with applicable federal, state, and local laws, while aligning with DSS policies and strategic goals.
- Collaborate with the DCIO and senior leadership to oversee the design and implementation of digital platforms and technology services that enhance access to temporary assistance, housing services, employment supports, SNAP, and Medicaid. Provides guidance to ensure digital systems advance client outcomes and facilitate efficient service delivery.
- Administer, coordinate, and track IT-related initiatives linked to PATH, homeless prevention, housing grant issuance, and job opportunity programs. Recommend improvements to systems that support eligibility screening, data collection, and case record coordination. Evaluate technical performance and prepares management reports.
- Provide strategic input on policy development related to digital equity, eligibility determinations, and benefits access. May support coordination between ITS and Program Area offices to ensure data and system readiness. Advise on compliance with state policy decisions and related IT system updates. Represent the DCIO in high-level interagency meetings, including with the Mayor’s Office, OMB, community partners, and technology vendors. Facilitates negotiations and collaborative planning to resolve issues related to digital delivery of services and benefit access systems.
Hours/Shift:
Monday-Friday; 9:00am-5:00pm

Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
