The New York City Department of Homeless Services (DHS) is the largest Organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The Street Homeless Solutions (SHS) Division runs a continuum of programs that help move street homeless clients from the street and into transitional and permanent housing. The programs include Outreach, Safe Haven, Stabilization Beds and Drop-In programs. The program contracts outreach providers in New York City in every borough and within the subway system.

The Department of Homeless Services (DHS) is recruiting for one (1) Administrative Director of Social Services NM-I to function as a Housing Manager who will:

- Oversee and manage city-wide and agency’s rehousing initiatives, and programs for Street Homelessness Solution (SHS).

- Liaise and interface with all appropriate housing services, providers and programs; and ensure transitional housing contractors and outreach teams have the necessary tools, system access, electronic platforms (i.e. CAPS, CurRent), and up to date information about rehousing initiatives, applications, subsidies and programs including supportive housing.

- Assist with recommending suitable and appropriate housing for clients’ transition to permanent housing, especially clients with a history of experiencing substance misuse, mental illness and chronic street homelessness.

- Act as a key representative for the SHS Division concerning capacity, rehousing services, and any type of housing related meeting, workshop, training and/or event.

- Aid with initiating and conducting administrative planning and projects to improve efficiency with rehousing initiatives and outcomes.

- Provide administrative direction and strategic guidance regarding the division’s capacity and rehousing progress to programs and the executive level staff.

- Provide administrative direction and strategic guidance regarding the application of procedures and regulations pertaining to housing packages.

- Track providers with low performing achievement such as housing packages and/or target achievement, and their compliance with rehousing related data collection information.

- Complete and submit reports as required and necessary including CARES exits reconciliation.

- Assist with troubling housing package submission issues and providing training guidance as needed.

- Provide support when troubleshooting issues are not resolved.

- Meet with programs and site directors to discuss statistics and develop corrective action plans.

- Participate in case conference with clients, specifically when clients are no shows for housing interview and/or non-compliance with rehousing efforts.

- Participate in workgroups and/or facilitate meetings to devise strategies to introduce efficiencies and to successfully implement agency initiatives.

- Lead / represent DHS in inter/intra agency.

- Supervise subordinate staff.

- Support in tracking client movements from emergency beds.

- Assist in the development and implementation of departmental policies and procedures.

- Report on programmatic issues to maximize division and agency efficiency to other placements.

- Implement data-driven strategies to assess the needs, track program outcomes, and continuously improve outreach efforts.

- Monitor program effectiveness, regularly reporting on key performance indicators and recommending adjustments to enhance outcomes.

Hours/Schedule: Monday – Friday 9AM x 5PM

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
