The Role:

Position Overview

We're seeking an exceptional compliance leader with experience in Medicaid, HCBS, ID/DD services, and scalable quality programs. If you're a strategic thinker skilled at building frameworks, leading teams, managing vendors and driving regulatory excellence, we want you on our team.

Key Responsibilities

Regulatory Oversight & Quality Assurance

  • Lead compliance with Arizona Medicaid (AHCCCS/ALTCS), State licensure, AZ DES, DDD, and CMS for home health and HCBS.
  • Monitor and respond to updates in HCBS, DDD regulations, and Medicaid policies.
  • Manage client services audits, performance dashboards, corrective action plans, and provider scorecards.

Program Development & Management

  • Design and implement a robust compliance and quality program: policies, SOPs, training, dashboards.
  • Create a proactive audit schedule (internal and external), including case reviews, chart audits, EVV, and certification tracking.
  • Develop reporting systems for compliance metrics across offices/locations.

Vendor & Systems Leadership

  • Oversee third-party platforms: EMR/EHR systems, EVV solutions, and certification/training tracking.
  • Manage vendor contracts, performance SLAs, integrations, upgrades, and compliance.
  • Evaluate and execute alternative strategies (e.g., bringing services in‑house) to optimize cost, quality, and control.

Team Leadership & Collaboration

  • Supervise, mentor, and develop a compliance team.
  • Partner with Care, HR, Finance, Ops, and IT teams to drive systemic compliance.
  • Deliver regular board/leadership reporting on compliance risk, program maturity, and benchmarks.

Client & Stakeholder Support

  • Act as liaison during external audits, regulatory visits, and state reviews.
  • Lead incident investigations, root‑cause analysis, and remediation.
  • Provide compliance training to operations, caregiver managers, and office staff.

WHAT YOU BRING TO THE TABLE:

Required

  • Bachelor’s degree
  • 7+ years in compliance/regulatory leadership in Medicaid home care, HCBS, and/or ID/DD (DDD) programs.
  • Experience with Arizona AHCCS/HCBS Medicaid and state-approved provider oversight.
  • Demonstrated ability building compliance or quality management systems from the ground up.
  • Strong vendor oversight experience—managing EMR, EVV, certification tracking.
  • Excellent leader and communicator with a reputation for influence, integrity, and building high‑performing teams.
  • Knowledge of Arizona’s Department for Economic Securities and the Division for Development Disabilities.

Preferred

  • Project management background.
  • Prior experience in a 24/7 or multi-site home care setting.
  • Familiarity with Medicare home health standards, CMS, or accreditation frameworks.
  • Compliance certifications (e.g. CHC, CCEP) a plus.
