AGENCY SUMMARYThe Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.
This position has an annual rate of $53,000 - $58,000, commensurate with education and experience .
The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.
Job Description
Position Summary
The Certified Procurement Officer (CPO) plays a critical role by being the primary purchaser for all goods and services required for the agency to execute its duties.
Position Responsibilities
This job description describes the general nature and level of work performed by the employee assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities, and skills.
- Reviews purchase requests to determine proper procurement requirements and methods.
- Ensures agency compliance with state Central Purchasing Act.
- Processes all purchase requests and change orders based upon delegated authority in PeopleSoft and Works.
- Completes all contract renewals.
- Responds to inquiries utilizing procurement knowledge and resources to provide excellent customer service.
- Maintains and utilizes state P-Card according to internal SOK and State Purchasing Card procedures.
- Tracks P-Card spending for all purchases.
- Utilizes purchasing reports to determine proper funding stream, working with Budget team members to properly code requisitions and transactions.
- Represents the agency at public and private sector meetings.
- Prepares ad hoc reporting and other duties as assigned, including in-depth analysis of purchasing trends.
- Seeks feedback from peers/stakeholders and collaborate to enhance processes and encourage efficiencies.
- Continues to perpetuate the servant-leader culture of customer service within the agency.
- Determines when ratifications are required and initiates process, works to address root cause and seeks to minimize need and use.
- Other duties as assigned.
Knowledge, Skills, & Abilities
- Knowledge of Title 74 – The Central Purchasing Act, 260:115 Administrative Rules, and Titles 61 & 62.
- Knowledge of business office financial operations including daily and monthly processing of transactions, close, compliance, and reporting.
- Knowledge and skills in Microsoft Office, including Excel at an intermediate level.
- Detail-oriented and excellent verbal and written communication skills.
- Ability to work independently and within a team setting.
- Ability to self-motivate, track, and follow-up on all communications and/or tasks.
- Ability to recognize potential issues, research, and troubleshoot for possible resolution or to provide recommendations.
- Ability to work effectively with staff within and outside of the Finance division, demonstrating a high degree of interpersonal skills.
- Ability to handle multiple simultaneous tasks and multiple deadlines.
Education & Experience
The preferred minimum qualifications for this position are:
- Bachelor’s degree in accounting, finance, economics, or other related discipline from an accredited four-year college or university, PLUS completion of certification as a State of Oklahoma Certified Procurement Officer (CPO).
- OR a minimum of four (4) years of professional-level purchasing, accounting or finance experience, PLUS completion of certification as a State of Oklahoma Certified Procurement Officer (CPO).
- OR an equivalent combination of education and/or experience, PLUS completion of certification as a State of Oklahoma Certified Procurement Officer (CPO).
Preference
Preference may be given to candidates who:
- Have completed at least 9 credit hours in finance, accounting, or related field.
- Have experience as a CPO.
- Have experience working with PeopleSoft Financials or similar EPR system and Bank of America Work or similar P-Card platform.
Special Requirements
- The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
- This position may require occasional travel. The selected candidate must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel.
- This position works in a comfortable office setting with a computer for a large percentage of the workday.
