Job Description:

Job Summary

Provide leadership and management for the Plant Engineering organization, including maintenance operations, utilities operations, buildings and grounds, safety, security, industrial hygiene, environmental, energy conservation, waste disposal, and coordination of contractors for maintenance work.

Foster teamwork with Manufacturing, Division Engineering and other staff groups to prevent breakdowns, reduce cycle time, increase runtime, minimize waste, conserve energy, continually improve the quality of operations, and control costs.

Assure compliance with company policies, government and regulatory agency laws, regulations, and codes.

Duties And Responsibilities

1. Organization

Develop and manage an effective organization for the management of the site Plant Engineering operation.

  1. Maintenance and Documentation
  2. Maintain plant, facilities, buildings and grounds, equipment, utilities, custodial services, and maintenance information, continuously improving the state of maintenance and maintenance unit costs.
  3. Using a Maintenance Manager System (CMMS), assure complete documentation of maintenance operations to support improvements and compliance.
  4. Develop and manage preventive and predictive maintenance programs, including planning and scheduling of repair work to provide maximum equipment performance, runtime, and reliability.
  5. Develop and manage a site maintenance parts and factory supplies stockroom with services to minimize maintenance cycle time.
  6. Develop and manage a maintenance engineering function to improve the state of maintenance.
  7. Promote Maintenance Conscious Engineering

3. Human Resources

Establish and utilize entrance requirements for selection of personnel. Responsible for hiring, training, and development of all Plant Engineering personnel. Develop personnel knowledge and skills continuous five-year plan to cope with technology changing requirements.

4. Safety

  1. In cooperation with Division Engineering and the Safety Department, assure the safety of equipment and provide a safe working environment.
  2. Assure safe maintenance procedures and practices with required documentation.
  3. Coordinate the activities of the 3M contractors and 3M designated representatives assigned to the plant, and assure that the designated representative is aware of, understands and conforms to all corporate and local safety requirements.
  4. Should be responsible for coordinating or supporting job safety analysis, process safety analysis, HAZWOPER activities, and plant emergency response organizations.

5. Security

Should be responsible for the physical security as well as the implementation of operating policies and procedures necessary for the security, of people, property and information, assuring compliance to 3M corporate guidelines.

6. Industrial Hygiene

Should be responsible for or provide support for assuring site compliance to all Federal, State, and 3M regulations of environmental reporting and guidelines, utilizing staff groups such as Environmental Technology and Safety Services, and transportation departments as resources.

7. Environmental

Assure site compliance to environmental requirements such as regulations, permits, waste disposal, and proper reporting. Use the guidance of Environmental Technology and Safety Services.

8. Metrology

Should be responsible for establishing and managing the plant metrology program, including the selection and periodic calibration of process measurement equipment, inspection and test equipment, and maintenance hand tools to support Process and Product Understanding.

9. Energy Management

Establish and manage the Plant Energy Reduction Program utilizing the Energy Management Department.

10. Compliance

  1. Assure that all necessary licenses, permits and other clearance documentation that are required for the operation of the site are obtained and the required reports are issued.
  2. Assure the conducting of all necessary tests, inspections, audits, and certifications of plant facilities, equipment and operations, and maintain required records for pressure vessels, hoists and racks, repairs, tests, preventive maintenance, predictive maintenance, etc.
  3. Assure compliance with company policies and procedures.
  4. Assure compliance with regulatory agency laws, regulations, permits, and codes.
  5. Assure that the principles of the Site Contractor Coordinator program are followed. (See 3M Engineering Contract Management for details.)
  6. Is responsible for selecting contractors with assistance from Contract Administration and for securing and approving estimates and bids from contractors, vendors, or shops for required maintenance work.
  7. Maintain records of contractor accidents on site.
  8. Annually submit an evaluation of each contractor to Contract Management.

In cooperation with the Division Engineering Manager and Plant Manager, develop a five-year equipment/facility renewal plan for the site.

13. Quality

Develop, maintain, and improve documented systems, policies, processes, procedures, and regulatory requirements (ISO/QS9000, FDA/QSR, etc.).

Education And Experience

Proficiency in mechanical, electric, and/or chemical engineering disciplines at a level normally acquired through formal education for a bachelor's degree at an accredited college or university. Plus a minimum of two years experience in a maintenance environment or a maintenance related field.

And

  • Five (5) years of experience in a leadership role such as project management, supervisor, and/or team lead preferred
  • Ability to complete broad improvement projects with significant impact to 3M with minimal direction
  • Demonstrated facilitation, communication (oral, written, presentation), and teaching skills
  • Demonstrated use of skills and knowledge of equipment, systems, materials, processes, and procedures to solve manufacturing problems

  • Jinshan, Shanghai

Travel: May include up to 10% domestic
